A covered project has to reuse, salvage or recycle at least 65 percent of its debris under the California Green Building Standards Code and Encinitas Municipal Code 11.22, file a Waste Management Plan that estimates the debris types and names the destination facilities, and keep weight tickets to prove the diversion at completion. Hauling is covered by the city's franchise agreement with EDCO, so a project uses EDCO or self-hauls with its own staff and equipment, and a non-franchised third party hauler is prohibited.

EDCO quotes its own dumpster, roll-off box and storage container prices and the city publishes no container rate, so ask EDCO for the price. The diversion requirement and the Waste Management Plan are separate from the container charge.

Encinitas residents receive one free cleanup coupon each year to dispose of large unwanted items at the Palomar Transfer Station, and the coupon and its instructions arrive in the Environmental Times newsletter inserted in the billing statement. A resident arriving with a manual trailer has to go to the Escondido Resource Recovery facility instead, which takes those loads on Saturdays and Sundays from 7 a.m. to 4:30 p.m.

Cart placement and the holiday delay

Carts go to street level with the wheels against the curb and out of the way of traffic, with at least two feet between carts and three feet from obstructions, and everything out by 6 a.m. on the service day or the night before. There is no residential collection on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day or Christmas Day, and the rest of that week runs one day late; a holiday that falls on a weekend does not delay the week.

Self-hauling in Encinitas splits by material. Paint, oil, chemicals, batteries and bulbs go to a North County household hazardous waste facility: the City of Vista site at 1145 East Taylor Street or the City of Poway site at 12325 Crosthwaite Circle, both free to Encinitas residents with proof of residency on Saturdays from 9 a.m. to 3 p.m. and neither requiring an appointment. Universal waste, electronic waste, batteries and sharps also drop free at an EDCO buyback center during operating hours, with sharps required in a rigid sealed container and loose sharps refused, and items too large for the blue recycling cart are taken free at the same buyback centers.
