Goldsboro collects refuse every week and recycling every other week from almost fourteen thousand households, and it adds two services on top at no extra cost: a bulk item pickup every Wednesday that a resident books by telephone, and a residential leaf and limb collection for single family homes with a four cubic yard limit and a three inch by four foot limit on limbs. The heavy work leaves the city. Wayne County runs the landfill that is the only place in the county that takes tires and the only place that takes construction debris, and the county charges a tipping fee for construction material while stating that no charge is incurred for recycled items, which is why scrap metal and white goods go to the landfill or to one of seven convenience centers and cross at no cost. The county landfill takes only waste generated in Wayne County, its convenience centers refuse contractors, commercial loads, box trucks, trailers longer than ten feet and heaping loads, and a resident hauling construction debris or tires goes to the main landfill in Dudley.
