Todd Creek is unincorporated Adams County, so there is no municipal collection crew and no county one either: Adams County states plainly that it does not provide trash, recycling or composting service, and households contract with any licensed hauler. What the county does control is the standard, because Ordinance No. 17 requires every hauler working in unincorporated Adams County to be licensed and requires any hauler collecting landfill material to also offer curbside recycling that at least meets the county's minimum recyclables list.
