The local disposal guide

Will the city
take it?

Panama City collects its own garbage and trash, and the weekly bulk day is the route for a couch, a mattress or an appliance. Every residential customer gets one blue 96-gallon cart for garbage and a once-a-week yard waste and bulk collection day, where the city takes limited amounts of appliances, furniture, toys and similar household items, and where mattresses, couches, cushions and carpet go together in a separate pile. The weekly pile is capped at four feet by six feet by six feet, and anything above that is still collected but billed to the water account as a special fee without prior notice. Bay County handles what the curb will not: the Steelfield Road Landfill is the county's only Class I disposal site, open to the public for construction debris, white goods, tires and exercise equipment, and its household hazardous waste facility takes paint, batteries, chemicals and several kinds of electronics free from county residents.

Household garbage and the blue cart

Accepted with preparation

Panama City issues one blue 96-gallon roll-out cart per serviced address and collects garbage from it, with additional carts available for a monthly charge through the Environmental Services Division at 850-872-3172.

City cost & eligibility
Garbage collection is part of the utility service the household pays for and no per pickup price is published. The published extras are a monthly charge for each additional roll-out cart ordered, and carts repaired or replaced at no charge when the damage is normal wear, both handled by the Environmental Services Division at 850-872-3172.
When & how
Put the cart at the curb before 5:00 a.m. on the collection day, because garbage collection begins at 5:00 a.m. and carts may only sit at the curb the night before and the day of collection.
Get it ready
Bag the garbage where possible so nothing blows out of the cart, keep the lid closed with the handle toward the curb, and keep hazardous material such as hot ashes, fireworks, rocks, dirt, paint and building materials out of the cart.

Bulk trash and large loads

Accepted with preparation

Every residential customer gets a once-a-week yard waste and bulk collection day, with a weekly pile limit of four feet by six feet by six feet and limited amounts of appliances, furniture, toys and similar household items accepted.

City cost & eligibility
A pile inside the weekly limit is part of the residential service with no separate rate published, while the city states that a pile above the limit will still be collected and the utility account will be charged a special fee under the established rate schedule without prior notification, so confirm anything oversized with the Environmental Services Division at 850-872-3172.
When & how
Put the pile out on the weekly yard waste and bulk day for the address, with trash at the curb before 6:00 a.m. The city notes that the schedule follows the volume of waste collected each week and can vary.
Get it ready
Keep the pile inside four feet by six feet by six feet, cut tree limbs shorter than four feet and thinner than four inches, and keep dirt, concrete, hazardous material and tires out of it because the city does not collect them. Do not place debris hauled in from another location and do not leave the pile on or in front of a vacant lot.

When & how
Set the furniture out on the weekly trash and yard waste day for the address, with the pile at the curb before 6:00 a.m.
Get it ready

Appliances and white goods

Accepted with preparation

The city picks up discarded home appliances on the trash collection day for the area, and appliances must be placed near the trash area and kept separate from yard trash.

City cost & eligibility

When & how
Put the appliance out on the trash day scheduled for the area, near the place where the trash is set out, and note that the trucks return for white and brown goods after the yard and trash pass.
Get it ready
Keep the appliance separate from yard trash, because the city states that yard trash placed on or around a discarded appliance means the appliance will not be picked up. Keep the appliance out of the blue cart and keep hazardous material out of the load.

Televisions, computers and electronic waste

Special rules apply

Bay County takes computers, laptops, cell phones and tablets free at the Steelfield Road Landfill household hazardous waste building, and the county's outlet list names retailers for the items the county drop-off does not name.

City cost & eligibility
The county names computers, laptops, cell phones and tablets as the free electronics drop-off but does not list televisions or monitors in that program, so confirm the item with the county at 850-236-2211 or use a retailer outlet before setting anything out.
When & how
Take the devices to the household hazardous waste building at the Steelfield Road Landfill, 11411 Landfill Road, Monday through Friday from 7 a.m. to 4:30 p.m., or use one of the retailer outlets the county lists for the items that program does not name.
Get it ready
Keep electronics out of the blue garbage cart, remove lithium batteries and bring them in separately so they do not start a fire, and confirm the item is on the accepted list before travelling, because the county drop-off is for residential material and refuses anything from a business.

Construction, remodeling and heavy debris

Special rules apply

The city charges for removing construction, remodeling, roofing shingle and heavy debris loads, and the Bay County Steelfield Road Landfill accepts construction and demolition material from the public.

City cost & eligibility
From $70 for the city's published minimum load charge for removing construction debris, remodeling material, roofing shingles, dirt and sod beyond a wheelbarrow load, cut trees over four inches in diameter and excessive trash volumes. The city bills the charge to the water account or takes payment at City Hall, and the published table rises by load size, so confirm the load with the Environmental Services Division at 850-872-3172 before it goes to the curb. A self-hauled load can go to the Steelfield Road Landfill instead.
When & how
Call the Environmental Services Division at 850-872-3172 for pricing before setting the material out, or haul the load to the Steelfield Road Landfill at 11411 Landfill Road during its open hours.
Get it ready
Keep concrete, rocks, dirt and building material out of the blue garbage cart, because the city refuses them there, and keep construction material separate from the weekly trash pile. Separate any metal or white goods, which the county recycles at the landfill.

Exercise equipment

Special rules apply

The city does not name exercise equipment in its household item list, but Bay County names exercise equipment among the Class II household trash its Steelfield Road Landfill accepts from the public.

City cost & eligibility
The county landfill accepts exercise equipment as household trash but publishes no residential gate rate here, so confirm the load and any charge with the county at 850-236-2212 before hauling, or ask the city at 850-872-3172 whether the piece fits the weekly pile.
When & how
Take the machine to the Steelfield Road Landfill at 11411 Landfill Road, or ask the city whether it fits the weekly trash and bulk pile at the address.
Get it ready
Break the machine down where it can be handled safely, keep it out of the blue garbage cart, and remove any console or battery so the battery can go to the household hazardous waste facility instead of the trash.

The handoff matters

Right item.
Right place.

For the blue garbage cart

Have the cart at the curb before 5:00 a.m. on the collection day, keep it within two feet of the road with the lid closed and facing the street and the handle toward the curb, and leave four feet of clearance from mailboxes, vehicles, poles, wires and tree limbs. Carts may only sit at the curb the night before and the day of collection, and only city-owned containers are serviced.

For the weekly trash and yard waste pile

Trash goes out before 6:00 a.m. on the weekly trash and yard waste day and never in the street or in front of a vacant lot. Keep the pile within ten feet of the curb and at least three feet from mailboxes, fences, trees and poles, do not place it under wires, near storm inlets, over sprinklers or water meters, or behind parked cars, and do not set out debris that was hauled in from another location.

City trash FAQ page with the items collected on the trash day, the pile separation rules, the placement rules, the refused materials and the published removal rate table

How to separate the pile

Yard waste stays separate from everything else, with leaves and clippings bagged and limbs under four feet long and four inches thick. Mattresses, couches, cushions and carpet go together in their own pile, appliances and furniture stay out of the yard waste, and a discarded appliance surrounded by yard debris will not be collected. Glass panes go in a sealed and labeled box.

Use the weekly city trash and bulk day

Arrange it
Put the items at the curb before 6:00 a.m. on the weekly trash and yard waste day for the address, keeping the pile within four feet by six feet by six feet and within ten feet of the curb.

Drop hazardous waste and electronics at the county facility

A Bay County household in Panama City with paint, batteries, garden chemicals, used oil, fluorescent bulbs or computer, laptop, phone and tablet electronics.

Cost & conditions
No charge. Free to Bay County residents for household material in its original container at the Steelfield Road Landfill household hazardous waste facility, and the facility does not accept waste from commercial businesses.
Arrange it
Take the material to the household hazardous waste building at 11411 Landfill Road, Monday through Friday from 7 a.m. to 4:30 p.m., and call 850-236-2211 with questions.

Business waste is refused, solvents, pesticides and herbicides are recommended to be used as intended with the empty container in the regular garbage, paints must be solidified with an absorbent before going in the regular garbage, and lithium batteries must never go in the trash because they cause landfill fires.

Self haul the load to the county landfill

A household with construction and demolition material, exercise equipment, white goods, tires or a load too large for the weekly pile.

Cost & conditions
The landfill is funded by disposal tipping fees, and the county page retained here does not publish the residential gate rate, so confirm the load charge with the scale house at 850-233-5062 before hauling.
Arrange it
Drive the load to the Steelfield Road Landfill at 11411 Landfill Road in Panama City Beach, which the county describes as open to the public and the only Class I facility in the county.

White goods are recycled as scrap rather than landfilled and tires have to be cut into at least eight pieces to be landfilled, and large or bulky loads have to come here because the Bayline Drive drop-off center takes only small loads of household garbage and trash.

With a new purchase

Use a retailer outlet for the items the county does not name

A household with a television, a monitor or another electronic item that is not on the county's free drop-off list.

Cost & conditions
The county outlet list names retailers such as Best Buy for televisions and appliances, Home Depot and Lowes for batteries, bulbs and cell phones, and Target for cell phones, batteries and ink cartridges, but each store sets its own acceptance and any fee, so confirm with the store before the trip.
Arrange it
Check the county recycling outlet list, confirm the item with the store, and bring it to the retailer's customer service desk.

These are private retailers rather than a county program, so the accepted items and any charge are set by each store and can change.

Taking it somewhere yourself?

Panama City collects its own garbage and bulk trash, and the Environmental Services Division at 850-872-3172 is the number for carts, missed pickups and anything unusual. Garbage comes from the blue 96-gallon cart, and the weekly trash and yard waste day takes furniture, mattresses, appliances, metal and yard material as long as the pile stays within four feet by six feet by six feet, with an oversized pile still collected but billed to the water account as a special fee. The city charges separately for construction debris, remodeling material, roofing shingles, heavy dirt and sod, large cut trees and excessive volumes, so that material is either priced by the city or hauled to the Bay County Steelfield Road Landfill, which the county describes as open to the public and the only Class I facility in the county. The county also runs the household hazardous waste building at the same landfill, free for residents, which takes paint, batteries, oils, chemicals, fluorescent bulbs and computers, laptops, cell phones and tablets, while televisions and monitors go through the retailer outlets the county's recycling outlet list names. County landfill with a household hazardous waste and electronics drop-off

Bay County Steelfield Road Landfill

11411 Landfill Road, Panama City Beach, FL 32413

The county's only Class I disposal facility takes household garbage, Class II household trash such as swing sets, furniture, clothing, bicycles and exercise equipment, construction and demolition debris, white goods such as stoves, refrigerators, washing machines and dryers, and waste tires. The household hazardous waste building takes nickel cadmium, lithium ion and lead acid batteries, acids, pesticides, insecticides, pool chemicals, solvents, fertilizers, spot removers, poisons, caustics, fluorescent bulbs, used oil, latex and oil based paint, old gasoline, mercury containing devices, brake fluid, furniture polish, antifreeze, degreasers, and electronics such as desktop computers, laptops, cell phones and tablets.

The household hazardous waste drop-off is for residential material in its original container and the facility is not permitted to receive hazardous waste from a commercial business. White goods are prohibited from Florida landfills and are processed for scrap, and waste tires have to be cut into at least eight pieces to be landfilled, so they are shipped out for processing. Large and bulky loads have to come here rather than to the county's Bayline Drive drop-off center.

The household hazardous waste building is open Monday through Friday from 7 a.m. to 4:30 p.m. Call 850-236-2211 or the scale house at 850-233-5062 before a trip.

No charge. There is no charge for Bay County residents to drop off household hazardous waste and the named electronics at the household hazardous waste building, while scrap metal items such as appliances, bicycles, lawnmowers, barbecue grills and bed frames are recycled for a disposal fee and general disposal loads pay the landfill tipping fee.

Book by 2pm at your pickup address for same-day pickup, where available. Choose from the dates shown at checkout. Your booking is for a pickup day, and we text you when your hauler is on the way.

Do my items need to be outside when I book?

You can book while your items are still inside. Arrange any indoor carrying and have everything outside and accessible according to your confirmation. We load and haul it away from there. Contact us before booking if your property has restricted access.

How does Panama City bulk trash collection work?

Trash and yard waste are collected once a week on the address's scheduled day, with collection beginning at 6:00 a.m. The weekly pile is limited to 4 feet by 6 feet by 6 feet, and a pile above that limit is still collected but billed to the utility account as a special fee without prior notification. Tree limbs must be under four feet long and under four inches in diameter, and the city does not collect dirt, concrete, hazardous material or tires.Official guidance

Where does a Panama City mattress go?

Mattresses are named among the items the city collects on the weekly trash day, and the city asks that mattresses, couches, cushions and carpet be gathered in a separate pile rather than mixed with yard waste or bulky items. Put the pile at the curb before 6:00 a.m. on the scheduled day, and keep the mattress out of the blue garbage cart.Official guidance

How are Panama City appliances collected?

The city picks up discarded home appliances on the trash collection day scheduled for the area, placed near the usual trash set-out point. Keep the appliance separate from yard trash, because the city will not pick up an appliance surrounded by yard debris, and the trucks make a separate pass for white and brown goods after finishing the yard and trash route.Official guidance

Where do Panama City televisions and computers go?

Bay County residents can take desktop computers, laptops, cell phones and tablets free to the household hazardous waste building at the Steelfield Road Landfill on weekdays from 7 a.m. to 4:30 p.m. Televisions and monitors are not on that county list, so call the county at 850-236-2211 or use a retailer outlet such as the ones the county recycling outlet list names for televisions and appliances. Electronics never go in the blue garbage cart.Official guidance

What does Panama City charge for trash and large item disposal?

Garbage, yard waste and the weekly bulky load are part of the residential utility service, and no per pickup price is published. A pile above the weekly limit of 4 feet by 6 feet by 6 feet is collected and charged as a special fee without prior notification, extra roll-out carts carry a monthly charge, and construction, remodeling, shingle and heavy debris removal is priced from a load table and billed to the water account. The county landfill takes household hazardous waste and named electronics free from residents, and metal items are recycled there for a disposal fee. Dropcurb prices its own pickup separately and shows the total at checkout.Official guidance

Who collects trash in Panama City?

The city's own Public Works Environmental Services Division collects residential and commercial garbage, yard waste and bulk trash, at 850-872-3172 and at 731 Massalina Drive. Utility accounts, service start and billing go through the City's Utilities Billing and Customer Service Department at 850-872-3166, and the carts themselves are city property that stays with the address.Official guidance

Where do Panama City residents take paint, batteries and chemicals?

To the household hazardous waste building at the Bay County Steelfield Road Landfill, 11411 Landfill Road, open Monday through Friday from 7 a.m. to 4:30 p.m. and free to county residents for residential material in its original container. The accepted list covers batteries including lithium ion, acids, pesticides, insecticides, pool chemicals, solvents, fertilizers, poisons, caustics, fluorescent bulbs, used oil, latex and oil based paint, old gasoline, mercury containing devices, brake fluid, antifreeze and degreasers, while business waste is refused.Official guidance

How does Panama City handle old electronics?

Bay County takes desktop computers, laptops, cell phones and tablets free at the Steelfield Road Landfill household hazardous waste building, Monday through Friday from 7 a.m. to 4:30 p.m., for residential material rather than business waste. Televisions and monitors are not on that county list, so the alternatives are the retailer outlets named in the county recycling outlet list. Electronics never belong in the blue garbage cart, and lithium batteries have to be removed and brought in separately because they cause landfill fires.Official guidance
