Get it ready
Bag the mattress or wrap it fully in plastic shrink wrap before it goes to the curb, which the city requires for every mattress and box spring, and keep it inside the eight by four by four set-out area.
A Council Bluffs bulky load has to fit in an area eight feet long, four feet wide and four feet high, which the city equates to a full-size couch. Carpet is bundled into four foot lengths no thicker than two feet or heavier than sixty pounds, loose items are bagged at thirty pounds or less, and every mattress and box spring must be bagged or completely covered in plastic shrink wrap. Items go neatly at the curb, one bulky pickup may be scheduled per collection day, and bulky and appliance pick-ups cannot be combined.

A bulky load must fit in an eight by four by four area, loose items are bagged at thirty pounds or less, mattresses and box springs must be bagged or shrink wrapped, and construction debris, garbage, recycling and yard waste are excluded from bulky waste.
Self-haul in Council Bluffs means the Council Bluffs Recycling Center at 4441 Gifford Rd, open Monday to Friday 8 a.m. to 6 p.m. and Saturday 8 a.m. to 3 p.m. It takes household recyclables alongside construction debris, electronics and household hazardous material, charges construction material by the ton with a ten dollar minimum per load, charges electronics at forty-five cents a pound on the scale, and requires payment at the time of service.
