Raeford collects household garbage and recycling itself, in city provided roll carts, on a schedule set by which side of Main Street the address is on. Garbage has to be bagged in the gray lid cart and recyclables go loose in the blue lid cart, drivers start their routes at 3 a.m., and a cart left at the roadside can draw a daily penalty until it is brought in. Yard debris is the one bulky stream the city handles: leaves, grass clippings and pine straw may be piled together with limbs kept separate, no containers or bagged debris are taken, and a pickup over three cubic yards is charged per load with payment before collection. Everything else goes to Hoke County. The county Transfer Station at 700 C.C. Steele Road takes municipal solid waste and construction and demolition debris at the same per ton rate, yard waste and inert debris such as rocks, bricks and concrete at their own lower rate, and, as recyclables, aluminum cans, tires, car batteries, electronics, plastic bottles, scrap metal, white goods such as refrigerators, washers, dryers and water heaters, and used cooking oil. The city does not pick up construction debris or debris left by a contractor, and it publishes no curbside bulky item service.

The cart goes at the curb with the handle facing the house, at least four feet away from every other object including the other cart, with 20 feet of overhead clearance, on level ground, with the lid completely closed. Recyclables go in the blue lid cart loose and never bagged, cardboard has to be broken down so the mechanical arm can empty the cart, and the cart comes off the curb by the end of the service day because a cart left at the roadside may be charged a daily civil penalty.
