Tomball's ordinance prohibits putting solid waste or recycling out before 5 p.m. the day before the service day, and everything has to be at the curb before 7 a.m. on the collection day. Garbage in a cart must be bagged and tied with the lid closed, carts face with the handles toward the house, bags sit at the curb, carts stay four feet from the mailbox, and no extra bags may be left beside the cart because the lid has to close.
