City cost & eligibility
No charge. Electronic waste is listed among the free recyclables at the Belman Road Convenience Center for city and Stafford residents, and the Regional Landfill accepts the same residential electronics for recycling. The accepted devices are limited to cell phones, computer towers, iPads, tablets, laptops and printers, because both sites refuse televisions and CRT monitors.
When & how
Drop electronics during Belman Road hours, Monday through Friday 8 a.m. to 4 p.m. or weekends 8 a.m. to 3 p.m., or at the Regional Landfill during its open hours.
Get it ready
Televisions, computer monitors and other electronics are not accepted at the hazardous waste collection day, so keep them out of that event and use the daily drop-off instead. Wipe data from computers and phones before handover, and remember that Belman Road runs on coupons or an annual pass rather than cash.
Bulk items only leave through the paid Special Pick Up, and the appointment must be made and the fee paid before anything is placed at the curb. Putting material out without an arrangement violates the city solid waste and litter control sections and can mean cleanup charges plus a misdemeanor punishable by fines and jail time.
Trash goes out by 7 a.m. in bags or boxes, five bags or two boxes per pickup in non-cart areas, with bags under thirty pounds and boxes under fifty pounds and eight cubic feet. In cart areas everything goes inside the black top cart and extra items beside the cart are not collected, while recyclables stay loose in the blue top cart and limbs are bundled under three feet long and two feet around with a maximum of two bundles.
The Belman Road Convenience Center only accepts coupons or an annual pass, takes no cash, cards or cheques, and turns away commercial vehicles, moving vans, cargo vehicles, trailers longer than eight feet, box springs and mattresses. Recycling of the listed items is free once the vehicle carries a coupon or pass, and a household that needs to pay by cash or card has to use the Regional Landfill.

City Special Pick Up
City households inside the 22401 ZIP code with furniture, a mattress or box spring, an appliance or another bulk item that the regular route refuses.
Cost & conditions
From $75 for minimum curbside fee per load or any portion of a load, with the City reserving the right to limit what it collects. Limited to addresses inside the city limits, with the appointment made and the fee paid before the items go out. A trash subscription is not required for this service.

The pickup excludes loose debris piles and major yard renovations, whole house clean-outs and eviction material, paint and hazardous chemicals, construction debris, tree trunks and portions of trees, and extremely heavy items.

Buy the coupon book or annual pass from the Treasurer's Office or the R-Board first, then use the site Monday through Friday from 8 a.m. to 4 p.m. or weekends from 8 a.m. to 3 p.m.
Commercial vehicles, moving vans, cargo vehicles, trailers longer than eight feet, box springs and mattresses are not allowed, volume is limited, and the gate attendant diverts inappropriate loads to the Stafford Landfill where a disposal charge applies.

The R-Board publishes no fee for the household hazardous waste day, and the event has already concluded for 2026 with the next one expected in September 2027. Confirm the timing and terms with the R-Board at 540-658-5279 before holding material for it.

Businesses are not permitted, each household is limited to fifteen gallons of liquid and forty pounds of solid hazardous waste with no container over five gallons, and televisions, CRT monitors, ammunition, asbestos, automotive batteries, explosives, medical waste and radioactive material are refused.
