Televisions, monitors, computers and printers are banned from the city cart and go to the county's electronics collection at the landfill convenience center, where screens carry a fee, other electronics are free and screens are never landfilled.

From $15 for for one television at an eCycle event, where the same set costs 22.50 dollars at other times, a television with a wooden console is 20 dollars during an event and 30 dollars at other times, a computer screen is 10 dollars during an event and 15 dollars at other times, a battery backup is 5 dollars at any time, and all other electronics are free. Any resident bringing household electronics to the landfill convenience center, with payment by cash, check or card and checks payable to the Treasurer of Frederick County.
When & how
Take electronics to the landfill convenience center on the fourth Wednesday of each month between 7 a.m. and 11 a.m., stay in the vehicle, and load the material on the back of a trailer or pickup truck where possible. Televisions, computers, monitors and printers are also named on the city page as items that go to the county landfill.

Register ahead of the ward's cleanup day, because registration closes at 11:59 p.m. the day before. Put the items at the curb by 6 a.m. and no more than 24 hours early, keep them clear of the sidewalk, street, mailbox and driveway, and expect the load to be collected over several days by different trucks, with anything still out after two weeks reported on (540) 773-1340. The regular trash, recycling and yard waste carts are not part of the cleanup pile.

Items that never go in the cart

Appliances, furniture, lumber, large items, tires, construction debris and yard waste are prohibited in the city cart, and hazardous material, building waste, industrial waste, automobiles and automotive parts are not collected by the city at all. Paint, electronics, batteries and chemicals go to the county landfill convenience center on its published collection days, yard waste goes out separately on Fridays, and construction material and tires go to the regional landfill where they are weighed and charged.

Use the ward's annual cleanup day

A Winchester household with regular trash service in a ward whose cleanup day is scheduled, holding items the ordinary collection refuses, from a couch and old paint cans to construction debris and electronics.

No charge. Free to a city household that registers in advance for its ward's date: Ward 2 on July 20 2026, Ward 3 on October 5 2026, Ward 4 on January 4 2027 and Ward 1 on April 5 2027.
Arrange it
Register before 11:59 p.m. the day before the ward's cleanup day, then put the items at the curb by 6 a.m. and no more than 24 hours ahead, and leave them there while different trucks work through the load over the following days.

From $58 per ton of construction debris, concrete or asphalt at the regional landfill, with commercial refuse, commercial brush and mulch at a higher published per ton rate, tires priced per tire or by the ton above ten in a load, and the household rate confirmed at the scale. A load that originates in Frederick County, Clarke County or the City of Winchester, with proof of where the load came from and payment at the gate.
Arrange it
Take the load to 280 Landfill Road during scale hours, Monday to Friday 7:30 a.m. to 4 p.m. and Saturday 7 a.m. to 1 p.m., or bring bulky items, appliances, remodeling waste and yard debris to the landfill citizens' center at 146 Landfill Road, and expect the load to be weighed before it is tipped.

Large and bulky items such as major and small household appliances, air conditioners, dehumidifiers, lawn equipment with fluids removed, auto batteries, propane tanks, indoor and outdoor furniture, shelving, mattresses, box springs, and remodeling waste such as lumber, pipes, carpeting and yard debris. Used motor oil, antifreeze and cooking oil in sealed jugs are taken here, along with batteries.

Doors have to be removed from refrigerators and freezers before the appliance is left. The county's neighborhood convenience sites are for its own taxpayers, so a Winchester resident uses the regional landfill and this center instead. Hazardous chemicals are accepted only during the third Wednesday window, none of the waste may come from outside the service area, and the center closes at noon or all day on the county's published dates.

Monday through Friday 7 a.m. to 6 p.m. and Saturday 7 a.m. to 4 p.m., closed Sunday.
