The local disposal guide

Will the city
take it?

Winchester collects trash and recycling from every residence on a ward schedule and yard waste citywide on Fridays, all inside the monthly solid waste charge. Items the cart will not take, from a sofa and a mattress to a treadmill or a pile of remodeling waste, are collected through the city's large item service by appointment, on the ward's annual cleanup day, or by the resident at the Frederick County Regional Landfill, which accepts material that originates in the city.

Couches, sofas and furniture

Accepted with preparation

Furniture is too large for the city cart, so a couch, sofa or table is collected by appointment through the city's large item service, on the ward's annual cleanup day, or by the resident at the county landfill.

City cost & eligibility
From $20 for for a small pickup truck load of items under the City's large item collection article, with other applicable fees such as an electronic disposal fee added on top, as stated in the ordinance exhibit retained for Chapter 11. A Winchester customer who receives city garbage and refuse collection and schedules the pickup in advance with the Public Works Division, with the current amount confirmed when the collection is arranged.
When & how
Ask for the pickup in advance through the city's large item collection form or by calling Public Works, give the address and the items, and set the piece at the curb by 6 a.m. on the collection day. The form offers Tuesday, Wednesday, Thursday or Friday, excluding holiday weeks, and the ward's annual cleanup day is a second published route once a year.
Get it ready
Keep furniture out of the city cart, place it at the curb where it does not block the sidewalk, street, mailbox or driveway, and haul a piece the city truck cannot take to the landfill citizens' center at 146 Landfill Road, where indoor and outdoor furniture is named as a bulky item.

Mattresses and box springs

Accepted with preparation

A mattress or box spring stays out of the city cart and is collected through the large item service, put out on the ward's annual cleanup day, or dropped at the landfill citizens' center, which names mattresses and box springs as bulky items.

City cost & eligibility
From $20 for for a small pickup truck load under the City's large item collection article, with other applicable fees added, and the amount confirmed when the pickup is scheduled. A Winchester customer who receives city garbage and refuse collection and schedules the collection in advance with the Public Works Division.
When & how
Schedule the pickup before the mattress goes out, or wait for the ward's annual cleanup day, and set the piece at the curb by 6 a.m. on the agreed day with no more than 24 hours of early set out on a cleanup day.
Get it ready
Keep the mattress dry and bagged if it is going to the landfill, keep it clear of the sidewalk, mailbox, driveway and street, and remember that the county takes mattresses and box springs only at the landfill citizens' center rather than at a neighborhood convenience site.

Refrigerators, stoves and other appliances

Special rules apply

Appliances are barred from the city cart. The county takes large appliances at the landfill citizens' center with the doors removed from refrigerators and freezers, the ward cleanup day takes them once a year, and Winchester Scrap Metal buys them as scrap.

City cost & eligibility
The county publishes no appliance rate with the citizens' center page and the ward cleanup day takes appliances at no extra charge for registered households, so call the landfill on (540) 665-5643, option 1, and confirm the charge for an appliance load before hauling it.
When & how
Take the appliance to the landfill citizens' center at 146 Landfill Road during its posted hours, wait for the ward's annual cleanup day, or sell the unit to Winchester Scrap Metal on Martinsburg Pike during its weekday and Saturday morning hours.
Get it ready
Remove the doors from a refrigerator or freezer before the drop off, drain fluids from lawn equipment, keep the appliance out of the city cart, and keep refrigerant units, propane tanks and other sealed units away from the general trash pile.

Televisions, computers and electronics

Special rules apply

Televisions, monitors, computers and printers are banned from the city cart and go to the county's electronics collection at the landfill convenience center, where screens carry a fee, other electronics are free and screens are never landfilled.

City cost & eligibility
From $15 for for one television at an eCycle event, where the same set costs 22.50 dollars at other times, a television with a wooden console is 20 dollars during an event and 30 dollars at other times, a computer screen is 10 dollars during an event and 15 dollars at other times, a battery backup is 5 dollars at any time, and all other electronics are free. Any resident bringing household electronics to the landfill convenience center, with payment by cash, check or card and checks payable to the Treasurer of Frederick County.
When & how
Take electronics to the landfill convenience center on the fourth Wednesday of each month between 7 a.m. and 11 a.m., stay in the vehicle, and load the material on the back of a trailer or pickup truck where possible. Televisions, computers, monitors and printers are also named on the city page as items that go to the county landfill.
Get it ready
Remove batteries from electronics, tools and toys before the drop off, delete personal data from a computer, phone or drive, and keep screens whole rather than broken, because computer monitors and television screens are not landfilled.

Construction and remodeling debris

Not on the regular city route

Construction and demolition material is not collected in the city cart or through the large item service, so it goes to the county landfill by weight or out on the ward's annual cleanup day.

City cost & eligibility
From $58 per ton of construction debris, concrete or asphalt at the regional landfill, with commercial refuse, commercial brush and mulch at a higher published per ton rate and tires priced separately. A load that originates in Frederick County, Clarke County or the City of Winchester and is weighed at the landfill scale, with the current amount confirmed at the gate.
When & how
Haul the material to the regional landfill at 280 Landfill Road during scale hours, which are Monday to Friday 7:30 a.m. to 4 p.m. and Saturday 7 a.m. to 1 p.m., or put it out on the ward's annual cleanup day after registering.
Get it ready
Keep construction debris, lumber, drywall, insulation and pipes out of the city cart, separate concrete and asphalt from mixed debris, keep the load covered, and take remodeling waste such as lumber, pipes, carpeting and yard debris to the landfill citizens' center at 146 Landfill Road when the load is a bulky one.

Large items and bulky junk

Accepted with preparation

An oversized item or a pile of household junk, such as a treadmill, a shelving unit, a patio set or a small garage clean out, is collected through the city's large item service, on the ward's annual cleanup day, or at the landfill citizens' center.

City cost & eligibility
From $20 for for a small pickup truck load under the City's large item collection article, with other applicable fees added for items that carry their own charge. A Winchester customer who receives city garbage and refuse collection and schedules the pickup in advance with the Public Works Division.
When & how
Request the pickup through the city's large item collection form or by phone as far ahead as possible, put the items at the curb at the address given on the request, and expect the collection to happen on a weekday the city assigns rather than on the ordinary trash day.
Get it ready
Keep large items out of the cart, keep the pile clear of the sidewalk, street, mailbox and driveway, separate electronics, tires and hazardous material because those do not ride with the large item load, and take a load that includes remodeling waste to the landfill citizens' center instead.

Yard waste and brush

Accepted with preparation

Yard waste is collected curbside citywide on Fridays from mid March through mid January and is part of the monthly solid waste charge rather than a separate service.

City cost & eligibility
No charge. A residence served by the city's collection, where the monthly solid waste charge based on the size and number of carts includes recycling and yard waste collection, and no separate yard waste charge is published.
When & how
Set yard waste out on the Friday collection day, note that a holiday week cancels yard waste collection while trash and recycling slide one day later, and plan around the published start and end of the season, which runs from mid March to mid January.
Get it ready
Use open containers or biodegradable paper lawn bags, cut and tie brush and limbs no thicker than three inches into bundles no longer than four feet and no wider than eighteen inches, keep each container, bag or bundle under seventy five pounds, keep plastic bags, dirt, clay, rocks and loose trimmings out of the pile, and stay inside the limit of five containers, bags or bundles each week, which does not apply during leaf collection season.

Put the items at the curb by 6 a.m. and no more than 24 hours early, keep them clear of the sidewalk, street, mailbox and driveway, and expect the load to be collected over several days by different trucks, with anything still out after two weeks reported on (540) 773-1340. Paint, electronics, batteries and chemicals go to the county landfill convenience center on its published collection days, yard waste goes out separately on Fridays, and construction material and tires go to the regional landfill where they are weighed and charged.

Drop off appliances, furniture, mattresses and remodeling waste

Frederick County Landfill Citizens' Center

146 Landfill Rd., Winchester, VA 22602

Large and bulky items such as major and small household appliances, air conditioners, dehumidifiers, lawn equipment with fluids removed, auto batteries, propane tanks, indoor and outdoor furniture, shelving, mattresses, box springs, and remodeling waste such as lumber, pipes, carpeting and yard debris. Used motor oil, antifreeze and cooking oil in sealed jugs are taken here, along with batteries.

Doors have to be removed from refrigerators and freezers before the appliance is left. The county's neighborhood convenience sites are for its own taxpayers, so a Winchester resident uses the regional landfill and this center instead. Hazardous chemicals are accepted only during the third Wednesday window, none of the waste may come from outside the service area, and the center closes at noon or all day on the county's published dates.

Monday through Friday 7 a.m. to 6 p.m. and Saturday 7 a.m. to 4 p.m., closed Sunday.

The county page describes household drop off at its convenience centers as free to county taxpayers and permits City of Winchester residents to use the regional landfill instead, where loads are weighed and the published prices cover the commercial, construction and tire streams, so call the landfill on (540) 665-5643, option 1, and confirm what a Winchester household pays for a bulky or appliance load before hauling it.

Sell scrap metal and appliances for recycling

Winchester Scrap Metal

1302 Martinsburg Pike, Winchester, VA 22603

Ferrous and non ferrous metal, including appliances and junk vehicles, bought as scrap with walk in service and same day payment.

The yard does not buy a load whose weight is mostly glass, plastic or other non metals, prices move with the market, and a refrigerator or freezer still needs its doors and refrigerant handled before the metal is weighed in, so call before loading a mixed load.

Monday through Friday 7:30 a.m. to 3:30 p.m. and Saturday 7:30 a.m. to 11:30 a.m., closed Sunday.

A scrap buyer pays by material and market price rather than by a published pickup rate, so call (540) 667-8440 and confirm what the load is worth and what the yard will take before hauling it in.

How does a couch or sofa pickup work in Winchester?

A couch is too large for the city cart, so it is collected by appointment through the city's large item service, which has to be scheduled in advance with the Public Works Division and offers collection dates on Tuesday, Wednesday, Thursday or Friday outside holiday weeks. The other published routes are the ward's annual cleanup day once a year, which is free to households that register, and a self hauled trip to the landfill citizens' center at 146 Landfill Road.Official guidance

Can I put a mattress out with the trash in Winchester?

No. A mattress and box spring are kept out of the city cart and are collected through the city's large item service by appointment, taken on the ward's annual cleanup day, or hauled to the landfill citizens' center at 146 Landfill Road, where the county lists mattresses and box springs among the bulky items that have to go directly to the landfill rather than to a neighborhood convenience site.Official guidance

Where do refrigerators and other appliances go in Winchester?

Appliances are barred from the city trash cart. Monitors and television screens are never landfilled, and the city page names televisions, computers, monitors and printers as items that go to the Frederick County Regional Landfill.Official guidance

How do I get rid of a couch or a mattress in Winchester?
