Garbage has to be bagged and sealed, the lid has to close without straps or bungee cords, and boxes go broken down into the recycling cart. The bin sits within five feet of the street edge with the handle facing away from the street, three feet from any other cart or obstacle, and never under tree limbs or overhead lines.
