Building materials are refused in a bulky item pickup, so a project has its own route. A Debris Recovery Plan may be required before a permit is issued and is filed online through GreenHalo, CALGreen requires covered projects to recycle or salvage at least 65 percent of their nonhazardous debris, and EDCO is the only hauler allowed in Lakewood, although a property owner or contractor may self-haul with their own vehicles.
City cost & eligibility
The city publishes no container rate and the GreenHalo tracking system is free unless the project pays administrators to upload weight receipts, so ask EDCO at 562-531-3054 for the dumpster or roll-off price and confirm the transfer station gate fee at 562-597-0608.
When & how
File the Debris Recovery Plan through GreenHalo before the permit is issued, order the container from EDCO at 562-531-3054, or self-haul the load to the EDCO transfer station at 2755 California Avenue in Signal Hill during its posted hours.
Get it ready
Separate asphalt, concrete, drywall, metals, brick, rock, tile, clean untreated wood, cardboard, carpet, insulation, plastic film and PVC pipe for the recycling facility, keep hazardous waste, asphalt shingles, clay roof tile, ceiling tile, yard waste and painted or treated wood out of that material, and keep the weight receipts the plan requires. A self-haul needs the current vehicle registration, current vehicle insurance and a photo of the vehicle with the license plate visible.
Carts go to the curb in front of the home before 6 a.m. on the service day, in the street with the wheels against the curb and out of the way of traffic including bike lanes. The arrows on the lid point toward the street, carts stay at least two feet apart and at least three feet from parked cars, mailboxes, trees, telephone poles and other obstructions, and the lids close with nothing packed so tightly that it cannot fall out when the truck lifts the cart. Hot ashes, coals and fireworks never go in a cart.
The city lists six refusals for a bulky item pickup: hazardous waste, old auto parts, machinery and other industrial items, oil, grease and other liquids, building materials such as bricks, lumber, roofing materials, dirt and broken concrete, and excessively large items such as whole tree trunks and large limbs. Electronics, fluorescent bulbs, medication and needles are refused as well, and each of those has its own route rather than a place in the pile.
A covered project files the plan before the permit
A construction or demolition project in Lakewood may need a Debris Recovery Plan before a permit is issued, and the plan is filed online through GreenHalo Waste Tracking Systems, which replaced the city's paper application. CALGreen requires covered projects to recycle or salvage at least 65 percent of their nonhazardous construction and demolition debris. Residential new construction, demolition of a permitted structure and permitted additions or alterations all fall in scope, and on the non-residential side so do new construction, demolition and permitted additions or alterations of 1,000 square feet or more.

Arrange it
Call EDCO at 562-531-3054 to order the container, have it delivered to the property, and call again when the work is finished so it can be collected.
EDCO is the only company in Lakewood with the Los Angeles County encroachment permit that allows a dumpster to be placed in the street, and hazardous waste, asphalt shingles, clay roof tile, ceiling tile, yard waste and painted or treated wood are not accepted in the material its recycling facilities sort.

Large and oversized amounts of brick, used lumber and other material that cannot go in the residential trash, recycling or green waste carts or be left for a bulky item pickup, and large amounts of clean green waste, which can be recycled into mulch. The site is also a California redemption value buy-back facility for aluminum cans and CRV glass and plastic beverage containers, and takes donation value paper, cardboard and non-CRV household containers.
The transfer station is not the free route for a household item that fits the bulky pickup, and a dumping fee may apply to green waste and to other dumped loads. The city asks residents to call EDCO on 562-597-0608 before visiting to confirm the accepted items, the hours and the fees.
Waste disposal Monday to Saturday from 8 a.m. to 4:30 p.m. and Sunday from 9 a.m. to 1:30 p.m., with the CRV buy-back Tuesday to Saturday from 8 a.m. to 4 p.m. and the household hazardous waste and e-waste drop-off on designated Saturdays from 9 a.m. to 2 p.m.
The city publishes no gate rate for the transfer station and says a dumping fee may apply to green waste, so ask EDCO at 562-597-0608 for the price of the load before hauling it.
