A mattress, a sofa, a water heater, a refrigerator or a washer leaves on that route, and a mattress is wrapped before it goes out. Apartment and condominium residents do not qualify for the free program and arrange bulky disposal through the property manager or pay to take items to the EDCO transfer station in Signal Hill. Electronics, batteries, bulbs, paint, chemicals, expired medication and sharps never go in a cart: they go to the Signal Hill transfer station on designated Saturdays from 9 a.m. to 2 p.m., or to a free Los Angeles County collection event. Construction debris needs a different answer again, with a Debris Recovery Plan through GreenHalo, a 65 percent diversion requirement on covered projects, and EDCO as the only hauler allowed to place a dumpster in the street.
