take it?

Thousand Oaks collects residential trash, recycling and organics through a franchise agreement with Athens Services, and the city bundles the three carts into one monthly rate set by City Council. Large household items never go in a cart: a single family household or a multi family dwelling with individual carts may request up to two free bulky item collections for a total of six items a calendar year, and the pickup covers appliances, furniture, tires, carpets and mattresses. Anything the bulky route will not take has a destination: paint, chemicals, batteries and electronics go to the city's permanent household hazardous waste facility on Conejo Center Drive by appointment, construction debris moves through a limited franchise bin or a documented recycling facility under the city's 65 percent diversion rule, and twice a year the city opens a free landfill day at the Calabasas Landfill for a loaded car or pickup.

When & how
Carts go to the curb by 7 a.m. on the collection day. Single family neighborhoods are serviced once a week between 7 a.m. and 7 p.m., Monday through Friday, and a holiday shifts service by one day.
Get it ready
Set the carts with the wheels against the curb and at least one foot from each other and from any obstruction, and keep all trash inside the container with the lid closed. Food scraps, food soiled paper, yard trimmings and untreated wood go in the organics cart, and clean bottles, cans, paper and cardboard go in the recycling cart. The city also sells a discounted composter to residents and keeps a free mulch pile in the lot between the library and the senior center at 1385 East Janss Road.

Tires are named among the large items the city and its hauler collect on a bulky item pickup, and free landfill day takes a limited number of loose passenger tires as well.

Tempus, formerly PC Recycle, charges for some items, including printers and microwaves and photocopiers, and Gold Coast Recycling in Ventura takes listed electronics from Ventura County residents but not from businesses.
When & how
Book an appointment at the household hazardous waste facility at 2010 Conejo Center Drive for a Friday or Saturday between 9 a.m. and 1 p.m., drop the device at a Goodwill that is open seven days a week from 9 a.m. to 7:30 p.m., or schedule a bulky item collection at 805-852-5264 for a large screen or copier.

Keep the device whole and out of every cart, because a state law prohibition applies and it is illegal to place e-waste in a container. Construction and demolition debris

Construction and demolition material cannot go in a cart or on a bulky item pickup. A covered project needs a recycling plan and either a limited franchise bin, a documented processing facility or a self haul.

City cost & eligibility
From $100 for the construction waste management plan review fee for a project under 50,000 square feet. The same review costs 360.00 for a project over 50,000 square feet, and missing weight tickets carry a non compliance penalty of 200.00 or 720.00. A temporary bin has one charge to rent the container plus a separate disposal charge based on a per ton gate or processing fee, and the city sets the maximum rate rather than a single figure, so ask each hauler for the current quote. Free landfill day takes concrete, dirt, asphalt and construction and demolition material at no charge for a resident who is an Athens customer.
When & how
Submit the Construction Waste Management Plan for approval and pay the review fee before the building permit is issued, then file weight tickets before final inspection. Order the bin from a limited franchise hauler, or plan the self haul, before the project starts generating debris.
Get it ready
Covered work has to divert at least 65 percent of construction and demolition waste from landfill under CALGreen and the city's Demolition Debris Recycling Ordinance, and that covers all new permitted construction, all permitted demolition, permitted residential additions and alterations, and non residential additions or alterations of 1,000 square feet or more or with a valuation of 200,000 or more. No charge. Goodwill is a state authorized electronic waste collector and takes nearly all electronic waste at no charge, working or not, at three Thousand Oaks locations, and the city also names Goodwill as the place for small broken appliances such as a toaster oven, blender or vacuum.

Household hazardous waste and electronic waste from residents, including aerosol sprays, batteries, fire extinguishers, fluorescent bulbs and tubes, holiday light strands, liquid cleaners, medical sharps, mercury items, nail polish, oven cleaners, glues and adhesives, paint of all kinds, paint thinners, photo chemicals, solvents, wood preservatives, antifreeze, auto batteries, brake fluid, gasoline, oil and oil filters, waxes and polishes, flares, fertilizers, fungicides, pesticides, rodenticides, pool chemicals, propane cylinders, weed killers and electronics.

Appointments are required, online registration closes at 5 p.m. the day before the disposal date, state law limits a load to 15 gallons or 125 pounds of hazardous material per vehicle, and a resident brings a photo ID, utility bill or other proof of residence in Thousand Oaks or unincorporated Ventura County. Containers are not returned except for used oil collection containers. A qualifying small quantity generator business is served separately on Friday afternoons at a charge.

Fridays and Saturdays from 9 a.m. to 1 p.m., with 2026 closures on February 13 and 14, May 22 and 23, July 3 and 4, September 4 and 5, November 13 and 14, November 27 and 28, December 25 and 26, and January 1 and 2, 2027. Appointments are made online or through Clean Harbors Environmental Services at 800-356-8570, Monday through Friday 8 a.m. to 5 p.m.

No charge. Drop off is free for a resident of Thousand Oaks or unincorporated Ventura County with an appointment. Usable household products collected at the events are offered back to the public at no charge through the material reuse program during the same hours, with a limit of 20 items per customer and 40 per household a month. A qualifying small quantity generator business pays for its own appointments.

Non hazardous residential trash, green waste, concrete, dirt, asphalt, construction and demolition material, and bulky items such as sofas, water heaters and appliances, plus up to five passenger or pickup tires without rims.

Open only to City of Thousand Oaks residents who are current Athens Services customers, with a driver license with photo identification or a utility bill shown at the cashier, and no commercial waste, no commercial vehicles or landscaping company loads and no trailers. Each resident may bring up to two loads per event in a vehicle no larger than a five passenger automobile or a pickup truck, every load has to be tarped, all loads are subject to inspection, and there is no late entry. Hazardous materials, electronic waste, fluorescent tubes and ballasts, liquids, medical waste, automobile bodies, radioactive material and tires on rims are refused, and the city warns of waits that can reach 90 minutes.

8 a.m. to 1 p.m. on the published 2026 dates of March 28, June 20 and September 26, with arrival before 1 p.m. The event is subject to cancellation for weather, so the city asks residents to check for updates at AthensServices.com before going.

No charge. The event is free to Thousand Oaks residents who are current Athens customers, with up to two loads per event. Anything over the vehicle, load and material limits is not accepted at the gate.

How much does pickup cost?

Choose your items to see the exact price. A standard sofa is $79 first and $29 additional. The highest first-item price applies once; every remaining item uses its additional-item price. Loading, transportation and disposal are included. Review any applicable sales tax and the final total before payment.

Can I book a pickup for today?

Book by 2pm at your pickup address for same-day pickup, where available. Choose from the dates shown at checkout. Your booking is for a pickup day, and we text you when your hauler is on the way.

Do my items need to be outside when I book?

You can book while your items are still inside. Arrange any indoor carrying and have everything outside and accessible according to your confirmation. We load and haul it away from there. Contact us before booking if your property has restricted access.

How many large items can a household put out each year?

Two free collections a calendar year covering six large items in total. The allowance is written for single family dwellings and for multi family dwellings with individual cart service, and the city does not take more than those six items without another arrangement.Official guidance

How do I schedule a bulky item pickup?

Submit the online request form or call Athens Services at 805-852-5264. The city asks residents not to set bulky items in the trash cart or at the curb without a request, and it asks unincorporated addresses to contact the County of Ventura rather than the city program.Official guidance

What cannot go on a bulky item pickup?

Automobile parts; construction debris such as dirt, concrete, tile, drywall and rock; hazardous waste such as antifreeze, automotive fluids, cleaning products, compressed gas cylinders, pesticides, paint, pharmaceuticals, pool chemicals and solvents; and loose or scattered building materials and lumber. Can a mattress go out with the regular trash?

No. A mattress does not fit the cart and is not part of the weekly collection, so it has to be scheduled as one of the two free large item collections a year. When a new mattress is delivered, state law requires the retailer to haul the old one away.Official guidance

Will Thousand Oaks pick up a couch?

Yes, on one of the two free large item collections a year. Furniture is named in the city's bulky item definition and on the hauler's list, so a couch, sofa or chair is collected by request rather than on the weekly route.Official guidance

Where can I take a small broken appliance?

Any Goodwill store in Thousand Oaks takes small appliances such as a toaster oven, blender or vacuum, working or not, because Goodwill is a certified electronic waste recycler that accepts appliances or anything with a cord. Where can I take a television or computer in Thousand Oaks?

The city household hazardous waste facility at 2010 Conejo Center Drive accepts electronics by appointment on Fridays and Saturdays from 9 a.m. to 1 p.m. Three Goodwill stores in town take nearly all electronic waste seven days a week from 9 a.m. to 7:30 p.m., and Tempus in Newbury Park takes devices on weekdays and charges for some items such as printers, microwaves and photocopiers.Official guidance

Can electronics go in the trash cart?

No. The hauler lists electronic waste among the items that must not go in a container, and the city states that broken or unwanted electronics should not be discarded in trash or recycling bins because they need special handling.
