Torrance runs its own sanitation division rather than franchising the residential route, and it collects trash, recycling and organics weekly from single family homes, duplexes and some small multi-unit properties. The bill depends only on the size of the trash container, and the recycling and organics containers carry no monthly charge. Large items leave the curb on a booked pickup rather than with the carts: one free collection a calendar year per address of up to twenty items. Mattresses are accepted and recycled, metal appliances are the one item category recycled instead of landfilled, and a water heater is refused as a plumbing fixture. Electronics and household chemicals are household hazardous waste and go to a county drop-off, since paint, oil, batteries, bulbs, sharps and electronic waste cannot go in any cart. Renovation material has no curbside route at all, so a project load needs a licensed private hauler and a permit if the container sits on City property.

The City says batteries, especially the lithium-ion cells in phones, laptops, e-bikes, power tools and earbuds, should never go in the trash or recycling because they start fires in trucks and at recycling facilities.
