Count each trash bag or filled household box. Books and media go by the box. Clothes, bedding and shoes go by the filled bag. Toys packed together have a Box of toys choice. Ask us about unusually heavy or oversized bags and boxes first.
Empty cardboard is a different choice: choose single empty boxes or tied bundles of 10 flattened boxes. Compacted bales have their own weight-based choices and require loading-dock access. A Storage bin choice covers the empty bin itself; ask us to confirm the contents if they are going too.

Each Council Bluffs household gets two bulky waste collections a year, with one scheduled pickup per collection day and a defined set-out area, and the list of bulky material includes furniture, mattresses, electronics and carpets.
Furniture is named on the city's bulky waste list and the set-out area is described as about the size of a full-size couch, so a couch goes out on one of the two annual bulky collections.
Mattresses are named on the bulky waste list, with a standing requirement that every mattress and box spring be bagged or completely covered in plastic shrink wrap before collection.
Appliances have their own collection: each household gets two appliance pick-ups a year, and the list names stoves, refrigerators, water heaters, washers, dryers, microwaves, dishwashers, furnaces, freezers, air conditioners and de-humidifiers.
Electronics are accepted at the Council Bluffs Recycling Center and priced by weight at forty-five cents a pound, with televisions, monitors in all three screen types, computers, printers, phones and networking gear all on the accepted list.
Construction debris is refused in a bulky load but accepted at the Recycling Center, where concrete, lumber and general construction material each carry a published per ton rate with a ten dollar minimum per load.
Exercise equipment is not named on the bulky list or the drop-off lists, so the machine has to be confirmed against the bulky set-out limits before it is scheduled.

A Council Bluffs bulky load has to fit in an area eight feet long, four feet wide and four feet high, which the city equates to a full-size couch. Carpet is bundled into four foot lengths no thicker than two feet or heavier than sixty pounds, loose items are bagged at thirty pounds or less, and every mattress and box spring must be bagged or completely covered in plastic shrink wrap.
