Each bag is either a blue pay-as-you-throw bag from the city or, in a city black barrel carrying the current year trash tag, a standard store-bought bag of 13 gallon or larger with no loose trash, a lid that closes and no more than 35 pounds in the barrel. The city is running a tagging and education period on barrels that do not meet the rules, and fines can follow once that period ends.
