The local disposal guide

Will the city
take it?

Parkville is an unincorporated Baltimore County community, so the county Bureau of Solid Waste Management runs the collection, bulk and drop-off programs that serve an address here rather than a municipal public works department. The county takes large pieces through a bulk item program rather than the weekly carts: each single-family home and town home gets two scheduled bulk collections a year with a limit of three items per collection, and mattresses, furniture, appliances and even televisions and computers are on the accepted list. A resident who cannot wait for a date, or who has more than three items, can carry the load to one of the three county drop-off centers instead, which are free for the first ten visits a year. Household chemicals have their own accepted lists at those centers, and yard materials follow the paper bag rules on the separate yard days. Materials that are not disassembled, longer than eight feet, or on the refused list, such as tires, stone items and anything holding liquids, are turned away.

Furniture and household bulk items

Accepted with preparation

Sofas, tables, chairs, entertainment centers and similar household pieces are bulk items in Baltimore County. Each single-family home and town home gets two scheduled bulk collections a year with a limit of three bulk items per collection, and no call is needed to request the pick-up.

City cost & eligibility
No charge. Single-family homes and town homes inside Baltimore County boundaries, with two scheduled bulk collections a year of up to three items each. County residents can also take bulk items to any of the three drop-off centers at no charge within the annual visit allowance.
When & how
Bulk collection runs on the two dates assigned to the address and listed on the mailer sent to the home. The year's dates are posted after January 1 and can be looked up, or the Bureau can confirm them at 410-887-2000.
Get it ready
Set the items out after 6 p.m. the night before the scheduled date, at the same spot where trash and recycling normally go. Break down awnings, clear clothesline poles and clothes trees of concrete, roll and tie carpet and linoleum, break down and bundle metal sheds and playhouses, remove the gas tank and wheels from a mower, and keep swing sets and play sets to metal only and fully dismantled. Nothing longer than eight feet is accepted, and anything not disassembled is refused.

Mattresses and box springs

Accepted with preparation

Mattresses are one of the items the county names as too large for weekly trash and takes through the bulk item program, up to three items per scheduled collection.

City cost & eligibility
No charge. Single-family homes and town homes inside Baltimore County boundaries, inside the two scheduled bulk collections a year of up to three items each, or at any of the three drop-off centers within the annual visit allowance.
When & how
Use the bulk collection date assigned to the address, or bring the mattress to a drop-off center during its open hours.
Get it ready
Set the mattress out after 6 p.m. the night before the scheduled collection, at the usual trash and recycling point. A mattress counts as one of the three items, so keep it separate from the rest of the load and keep liquids, tires, mirrors and plate glass out of the pile.

Refrigerators, washers, dryers and other appliances

Accepted with preparation

Residential appliances, including washers, dryers, refrigerators, stoves and water heaters, are accepted as bulk items, and residential outdoor appliances such as grills are on the same list.

City cost & eligibility
No charge. Single-family homes and town homes inside Baltimore County boundaries, inside the two scheduled bulk collections a year of up to three items each, or at any of the three drop-off centers within the annual visit allowance.
When & how
Set the appliance out on the bulk collection date assigned to the address, or take it to a drop-off center during opening hours.
Get it ready
An appliance counts as one of the three bulk items. Empty it, keep refrigerant lines intact for the county to handle, and leave liquids, compressed gas tanks, drums, fuel and oil tanks and equipment with fluorescent tubes out of the load entirely, because those are refused.
Bulk item collection programTrash and recycling drop-off centers

Televisions, computers and other electronics

Accepted with preparation

Electronics such as televisions, monitors, computers, laptops and printers are accepted in the county bulk collection, and household electronics are also accepted for recycling at all three drop-off centers.

City cost & eligibility
No charge. Baltimore County households, inside the two scheduled bulk collections a year of up to three items each or at any drop-off center within the annual ten-visit allowance.
When & how
Either include the device in a scheduled bulk collection or drop it at the Central Acceptance Facility in Cockeysville, the Western Acceptance Facility in Halethorpe or the Eastern Sanitary Landfill in White Marsh during open hours.
Get it ready
Keep devices dry, bring the cables if you have them, and count each large item against the three-item bulk limit. Small appliances, audio equipment, cell and landline phones, printers, scanners, copiers, cameras, cables, drones and computer parts are on the drop-off electronics list, and the county asks residents to check a manufacturer take-back or donation program first when the device still works.

Building materials and renovation leftovers

Special rules apply

Some building materials, such as sinks, toilets, bathtubs and carpet, are accepted as bulk items. Heavier renovation loads and the refused materials have to be handled separately, because stone items, concrete sinks and anything not disassembled are not part of the residential bulk program.

City cost & eligibility
Building materials that qualify as bulk items ride the two free scheduled bulk collections a year. Confirm a larger renovation load, and any charge for material beyond the ten free drop-off visits, with the Bureau of Solid Waste Management at 410-887-2000 before loading.
When & how
Use a scheduled bulk collection date for qualifying pieces, or a drop-off center during opening hours. Large or commercial-scale loads need the county's separate disposal authorization, because drop-off center accounts and permits govern commercial material.
Get it ready
Roll and tie carpet, dismantle what can be dismantled, and keep every piece under eight feet. Refused in the bulk program: pianos, boats, pool tables, cast iron furnaces, concrete sinks, stone sinks or stone items, mirrors and plate glass, compressed gas tanks and any pressure vessel, drums, fuel and oil tanks, equipment containing fluorescent lighting tubes, stumps and logs, tires, anything holding liquids, and any large item that is not disassembled.

Exercise machines and home gym equipment

Special rules apply

The county's bulk list names household furniture, outdoor appliances and household items that weekly trash will not take, but it does not name exercise machines, so a treadmill, elliptical or weight machine has to be confirmed with the Bureau before it is set out.

City cost & eligibility
A machine that the Bureau accepts as a bulk item stays inside the two free scheduled collections a year. Confirm the exact machine, and any charge for material beyond the ten free drop-off visits, at 410-887-2000.
When & how
Call or email the Bureau of Solid Waste Management at 410-887-2000 or solidwaste@baltimorecountymd.gov before the scheduled bulk date, and describe the machine.
Get it ready
Describe the size, the metal frame, the motor and any electronic console, and dismantle what you can. Anything longer than eight feet or left assembled is refused, and a console that is a computer or screen falls under the separate electronics guidance.

Bagged household trash

Special rules apply

Bagged household refuse is collected every week in the normal trash program, and it is not a bulk item. Ordinary municipal solid waste from the weekly collection program is refused in the bulk collection.

City cost & eligibility
No charge. Baltimore County households on the county collection schedule, through the weekly trash collection rather than the bulk program.
When & how
Put bagged household trash out on the regular collection day, after 6 p.m. the night before, rather than on a bulk date.
Get it ready
Use a sturdy, water-tight, rodent-resistant container with a tight-fitting cover, and do not fasten the lid with rope, wire or chain. Plastic bags are not accepted for recyclables of any kind, and yard materials do not belong in trash containers.

The handoff matters

Right item.
Right place.

Everything goes out after 6 p.m. the night before

Trash, single stream recycling, yard materials and bulk items all go to the designated curb or alley point after 6 p.m. the night before collection. A container lid may not be fastened to the can with rope, wire, chain or springs, and a container holds its collection only when it is set out the night before.

Collection set-out guide

Recyclables go out loose, never in plastic bags

Single stream recyclables are mixed together in one container: a blue bin, a can marked RECYCLE, a small cardboard box whose contents go with it, or a paper bag or bundle tied with non-plastic string for paper and cardboard. No plastic bag of any type or colour may be used to set out recyclables, even one sold as a recycling or compostable bag.

Collection set-out guideResidential recycling collection and accepted materials

Bulk items follow the assigned address dates

The county assigns each single-family home and town home two bulk collection dates a year and mails them, so no request is needed. If a collection is cancelled for weather, the make-up is usually the next business day, and the county posts collection status for residents to check.

Bulk item collection program

Yard materials use paper bags on the Y days

Where the county schedule shows Y days, yard materials are collected separately for recycling from April 1 until the last Y day of the year and must be in heavy-duty two-ply paper lawn and leaf bags. Branches and limbs may be no more than three inches in diameter and three feet long, tied in bundles, and no more than 20 bags go out per collection. Yard materials are never placed in trash containers or in the street.
