Call the borough on 814-234-7135 to ask whether the item counts as bulk refuse, and note that the borough says excessive or oversized material may carry a charge.

The local disposal guide
State College runs its own refuse service and adds a borough bulk route on top of it. Every household gets a Borough cart, collection runs Tuesday, Wednesday or Thursday depending on the address, recyclables come the same day through the Centre County Recycling and Refuse Authority, and organics ride the green-lidded cart. For a couch, an appliance or another large piece, residents book the bulk item collection by form or by calling 814-234-7135, and the truck runs down the list starting Monday, with up to three items at a time and a request due by five in the afternoon on Sunday. Refrigerators, stoves, washing machines and furniture are named as collected, while building materials, tree limbs and anything over forty pounds or too large to handle are refused, and tires are not part of the borough route at all. The county authority carries the rest: white goods and covered electronics such as televisions are dropped free at the Transfer Station on Transfer Road, wood and tires go across the scales for a fee, and household hazardous waste waits for the annual collection event.

The handoff matters
State College residential refuse runs Tuesday, Wednesday or Thursday depending on the address, with the day set when the account is opened through the Borough Finance Department. Refuse, organics and the red-bin recycling all come on the same collection day, the cart goes to the curb by 7 a.m. with the lid closed and three feet of clearance from trees, signs and other carts, and anything that does not fit goes beside the Borough cart in a container. Loose or fine waste such as ashes, plastic wrap, pet hair, kitty litter, tissues and packing peanuts has to be bagged, while larger items such as pizza boxes and lumber scraps can go straight in the cart. Carts come back off the street the same day, and residents who leave them out are subject to a fine.

Refrigerators, stoves, washing machines, furniture and similar household items are the collected materials, and bulk items are not picked up from alleys unless the property has no street frontage or normally uses an alley dumpster.

Tires are not collected either: they may go to the Centre County Transfer Station at cost, or to the Borough Maintenance Facility by prior arrangement on 234-7135, and the borough will remove them at cost only if no private arrangement can be made. Electronics cannot be disposed of as refuse at all and must reach the county authority, which takes covered devices free.

Requests are due by 5 pm on Sunday, the load has to be out by 6 am, and no more than three items go out at once.Official guidance
Two places. Refrigerators, stoves and washing machines are named on the borough bulk item list, so a household can book them on the Monday bulk run through 814-234-7135. The Centre County Recycling and Refuse Authority also accepts white goods at the Transfer Station from any Centre County resident for no charge, covering air conditioners, dehumidifiers, washers and dryers, dishwashers, furnaces, water heaters, refrigerators, freezers, stoves, ovens, microwaves and helium tanks, while refusing propane bottles, fuel tanks, drums and insulated pipe.Official guidance
The county authority takes them free. Covered devices under the state electronics law include desktop computers, monitors, laptops and computer peripherals, and the Centre County Recycling and Refuse Authority offers a free resident drop-off Monday to Saturday 8am to 4pm through Gate 1 at the scale house. The borough also lists electronics as a drop-off-only item in its recycling guidance and will collect a device as a booked bulk item.Official guidance
Three items. The borough collects bulk refuse by appointment on a Monday run, with no more than three bulk items at a time, a request due by 5 pm on Sunday and the load at the curb by 6 am. Refrigerators, stoves, washing machines and furniture are named as collected, while building materials, tree limbs and anything over 40 pounds or too large to handle are refused, and the borough warns that an excessive load may carry a charge.Official guidance
The borough does not collect tires at the curb, so they go to the Centre County Recycling and Refuse Authority. Resident tires brought in a personal vehicle are charged a minimum for a load up to 560 pounds and pro-rated by the ton above that, commercial quantities are charged more, oversized tires of 44 inches or more add a per tire charge, and dirty tires carry the highest tonnage rate. The borough can also arrange drop-off at the maintenance facility if you call 814-234-7135 first.Official guidance
The borough does. Residential refuse collection runs Tuesday, Wednesday or Thursday depending on the address, with the day set when the account is opened through the Borough Finance Department, and each household gets a Borough cart. Organics ride the green-lidded cart, red-bin recycling is collected by the Centre County Recycling and Refuse Authority on the same day, and anything that does not fit goes beside the cart in a container, except during the leaf season when brush and loose leaves follow their own routes.Official guidance

The request has to be in by five in the afternoon on Sunday, by form or on 814-234-7135, the items go to the curb by 6 am and no more than 48 hours early, and no more than three items may be put out at once. To the county authority. Covered devices under the state electronics law, which include televisions, desktop computers, monitors, laptops and computer peripherals, cannot be disposed of as refuse and take a free resident drop-off at the Centre County Recycling and Refuse Authority, Monday to Saturday 8am to 4pm, through Gate 1 to the scale house. A borough household can also request a device as a bulk item, because the borough accepts electronics only as a bulk collection and sends them to the authority.Official guidance
All the white goods on the authority list: air conditioners and dehumidifiers, clothes washing and drying machines, dishwashers, metal pots and pans, furnaces and electrical heaters, water heaters, refrigerators and freezers, stoves, ovens, microwaves and helium tanks. They are accepted at the Transfer Station from any Centre County resident for no charge, while sealed units such as propane bottles, medical lab machinery, gasoline and fuel tanks, drums, barrels, paint cans, tar buckets, insulated pipe and lighting fixtures are refused.Official guidance
Neither goes in the borough bulk pile. Tires are refused at the curb and go to the county Transfer Station, where resident loads are charged a minimum up to 560 pounds and pro-rated by the ton above that, commercial quantities cost more, tires 44 inches or larger add a per tire charge and dirty tires carry the highest tonnage rate. Clean untreated wood, pallets, yard trim and brush have their own programme at the same site for a per ton charge with a minimum, while painted or treated wood, railroad ties, landscape ties and furniture are refused.Official guidance
