The waste has to belong to the resident and the fee has to be assessed

Bulk waste must be generated by the resident, and a current Solid Waste User Fee has to be assessed on the property before the city will collect it. Debris from anyone other than the resident, from a commercial site, from a vacant property that has been empty more than 60 days, or from a vacant lot is refused, so a load produced by a hired contractor needs a different arrangement.

The daily limit is six cubic yards counting bulk and vegetative waste together, tires, dark bags, bags of household refuse, boxes and tubs filled with debris, styrofoam, paint and liquids are refused, and contractor, commercial and vacant property debris is never collected.

Newport News residents self haul to the Recovery Operations Center at 520 Atkinson Blvd., about a mile north of Denbigh Boulevard, open Monday through Saturday from 8 a.m. to 4 p.m. except city holidays. Proof of Newport News residency is required at the window, and residents paying a Solid Waste User Fee can bring household trash and bulk waste up to six cubic yards a week and up to four light duty tires without rims a week, twelve a year. The centre also takes recycling, appliances, electronic waste such as televisions, computers, monitors and printers, and latex paint up to five gallons a week, with e-cycling and latex paint accepted daily. Contractor trash, commercial property waste and dump trucks or dump trailers are refused, and household hazardous waste only arrives at the four events the city runs during the year. Household trash and bulk waste up to six cubic yards a week, up to four light duty tires without rims a week, recycling including cardboard, paper, bottles, cans, plastic jugs and scrap metal, appliances, electronic waste such as televisions, computers, monitors and printers, and latex paint up to five gallons a week. Vegetative waste is taken from residents and city-based contractors, and mulch and compost are sold to any customer.

Proof of Newport News residency must be shown at the window, residents paying a Solid Waste User Fee may dispose of trash and tires, no contractor trash is accepted, commercial properties may not dispose of anything including recycling, and no dump trucks or dump trailers are allowed for trash. Stumps, roots, dirt-contaminated vegetation, logs over six inches in diameter or six feet long, grass clippings and bagged waste are excluded from the vegetative stream, and household hazardous waste is only taken at the quarterly events.
