The local disposal guide

Will the city
take it?

Newport News runs its own solid waste division, so the collection, the bulky item rules and the drop-off site all come from the city rather than a county or a contracted hauler. Household waste goes in the green city cart, and the whole programme is funded by a Solid Waste User Fee on the monthly water bill. Bulk waste is collected at the curb on the normal collection day, and the city names furniture, mattresses and resident-performed remodelling debris as acceptable, with a six cubic yard limit for the day and a separate pile for limbs and brush. White goods such as refrigerators need a scheduled appointment first, televisions, computers and monitors go to the permanent electronics drop-off at the Recovery Operations Center, and the Recovery Operations Center also takes appliances, scrap metal, latex paint and light duty tires from residents with proof of address. Household hazardous waste is collected at four events a year with a weight and volume limit per household, while paint and electronics are handled outside that programme.

Weekly household garbage in the green cart

Accepted with preparation

The schedule the city publishes is headed Solid Waste Fee Schedule for FY 2020, Effective July 1, 2019 and lists $5.84 a week or $303.68 a year for a 60 gallon cart and $7.30 a week or $379.60 a year for a 90 gallon cart, and the city states the fee changes each July, so confirm the current amount with the Solid Waste Division on 757-933-2311.

Accepted with preparation

Bulk waste is collected at the curb on the normal collection day up to six cubic yards, with furniture, mattresses and resident-performed remodelling debris named as acceptable.

When & how
Set the bulk waste out after 3 PM the day before the collection day and have it at the curb no later than 7 AM on the collection day, adjoining the property that generated it.
Get it ready
Keep the load to six cubic yards for the collection day, including any vegetative waste, put limbs and brush in a separate pile cut to sections no larger than 6 feet by 6 inches, and use transparent bags for leaves and grass because dark bags are refused. Bags containing household refuse, boxes or plastic tubs filled with debris, tires, styrofoam, paint and liquids are all refused.

When & how
Put the furniture out after 3 PM the day before the collection day and have it at the curb no later than 7 AM, adjoining the household's own property.

Refrigerators, washers, dryers and other white goods

Accepted with preparation

White goods are collected only by appointment, and the city also takes appliances for recycling at the Recovery Operations Center.

City cost & eligibility

When & how
Call 757-933-2311 to book the white goods appointment, which is typically made for a Wednesday and is limited to the first 28 callers, or take the unit to the Recovery Operations Center during its open hours.
Get it ready
Keep the unit out of the green cart and the recycling cart, empty it and secure the doors, and have the appointment confirmed before it leaves the house.

Televisions, computers and monitors

Accepted with preparation

Residential electronics go to the permanent drop-off at the Recovery Operations Center, and everything except CRT televisions and monitors can also go to Goodwill.

City cost & eligibility
The city publishes no electronics fee for the drop-off, so confirm the item and any charge with the Solid Waste Division on 757-933-2311 before travelling.
When & how
Take the device to the Recovery Operations Center at 520 Atkinson Blvd., open Monday through Saturday from 8 AM to 4 PM, where electronics are accepted daily.
Get it ready
Keep electronics out of the green cart and the recycling cart, because the recycling programme refuses them. Erase personal data before handover, and remember that only non CRT electronic waste can go to the Goodwill stores, so a tube television or monitor has to go to the Recovery Operations Center.

Construction and remodelling debris

Special rules apply

Remodelling debris is accepted only when the resident performed the work and displays the proper building permit, and most building material is refused outright.

City cost & eligibility
The city publishes no construction rate and accepts the material only from resident-performed work with permits displayed, so confirm the load and the fee status on 757-933-2311 before setting anything out.
When & how
Hold the material until the permit is displayed and the work is confirmed as resident-performed, then set it out with the bulk waste after 3 PM the day before collection and no later than 7 AM on the collection day.
Get it ready
Keep bricks, cinder blocks, rocks, concrete, glass, dirt, sand, sod and drywall out of the load entirely, because those are refused regardless of who did the work. Debris from a contractor, from vacant property empty over 60 days, from a vacant lot or from a commercial site is refused as well.

Exercise equipment

Special rules apply

Exercise equipment is named on no city list, so the machine has to be confirmed before it goes out with a bulk load.

City cost & eligibility
The city publishes no rate for an item it does not name, so call 757-933-2311 and confirm whether the machine is taken as bulk waste and what it costs.
When & how
Call the Solid Waste Division before the machine goes out, and if it is accepted, set it out with the bulk waste after 3 PM the day before collection.
Get it ready
Break the machine down as far as it comes apart and keep the loose weights with the frame so the load stays inside the six cubic yard limit and can be handled safely.

Paint, chemicals, batteries and other household hazardous waste

Accepted with preparation

Household hazardous waste is collected at four city events a year with a weight and volume limit, while latex paint and electronics are handled outside that programme.

City cost & eligibility
The city publishes no fee for the household hazardous waste events and the limits are per household per event, so confirm the next date and any charge on 757-933-2311.
When & how
The 2026 events run March 16 to 21, June 8 to 13, September 14 to 19 and December 7 to 12, each from 8 AM to 4 PM, and the city asks residents to check back to confirm dates before arriving.
Get it ready
Bring up to 75 pounds of solids and up to 5 gallons of liquids per household per event, all in the original labelled containers, and leave asbestos, unknown materials, PCBs, garbage mixed with chemicals, business or medical waste, explosives, compressed gas cylinders and mercury at home because they are refused. Six cubic yards, one pile for brush and a dark bag rule

Bulk waste goes out after 3 PM the day before the collection day and must be at the curb no later than 7 AM, adjoining the property that generated it. Six cubic yards is the most a resident can put out in one collection day, counting bulk and vegetative waste together, and another six cubic yards can go to the Recovery Operations Center under the same eligibility. Limbs and brush stay in a separate pile and are cut to sections no larger than six feet by six inches, leaves and grass go in transparent bags because dark bags are refused, and boxes or tubs filled with debris are refused as well.

City bulk waste program page with the acceptable furniture, mattress and remodelling list, the white goods appointment rule, the refused items, the residency and fee eligibility, the six cubic yard limit and the set-out window

The waste has to belong to the resident and the fee has to be assessed

Bulk waste must be generated by the resident, and a current Solid Waste User Fee has to be assessed on the property before the city will collect it. Debris from anyone other than the resident, from a commercial site, from a vacant property that has been empty more than 60 days, or from a vacant lot is refused, so a load produced by a hired contractor needs a different arrangement.

Hazardous waste runs on four events, and paint and electronics do not

Household hazardous waste is collected four times a year with a limit of 75 pounds of solids and 5 gallons of liquids per household per event, and every container has to carry its original label. Asbestos, unknown material, PCBs, garbage mixed with chemicals, business or medical waste, explosives, compressed gas cylinders and mercury are refused. Latex paint, up to 5 gallons a week, and electronics are taken daily from Monday to Saturday at the Recovery Operations Center instead of at those events.
