The local disposal guide
Hampton runs its own weekly curbside service: the Solid Waste Division collects household waste, yard waste, scrap metal and bulky items from residences every week, with recycling on the alternate weeks. The city code defines bulk waste as the items that are too large or too heavy for the city toter, and it names appliances, sofas, mattresses and furniture, so a couch, a mattress or a refrigerator leaves on your regular trash day at no extra charge as long as the set out stays inside the weekly limit of ten cubic yards. Some items need work first: refrigerator doors have to come off, the refrigerant has to be removed from an appliance, yard waste has to go into clear bags, and nothing goes to the curb before 3 p.m. the day before. What the truck will not take has its own route. Computers, printers, phones and household chemicals go to the regional collection events the city runs with the Virginia Peninsulas Public Service Authority at the Coliseum parking lot, renovation material goes to the city landfill on North Park Lane with a valid building permit, and passenger tires are picked up as a separate curbside request after you call 311.

A couch, sofa, armchair, dresser or bed frame is bulk waste in Hampton, so it leaves on your regular trash day with the rest of the weekly set out. The city code defines bulk waste as the items too large or too heavy for the city toter and names sofas and furniture among the examples.
A mattress or box spring is bulk waste and leaves on your regular trash day. Both the city code bulk definition and the city bulk list name mattresses, so a household does not need a separate appointment for one.
Refrigerators, freezers, washers, dryers, ranges and window air conditioners are bulk waste, collected weekly on your trash day. The city code asks for two steps before the unit goes out: the doors come off refrigerators, freezers and other airtight containers, and the refrigerant is removed from the appliance.
Computers, laptops, monitors, printers, scanners, fax machines and phones go to the regional household chemical and computer recycling events instead of the curbside pile. The city and the Virginia Peninsulas Public Service Authority run the events for residents, and the contractor wipes every hard drive before equipment is reused.
A television is not named in the city bulk list, and televisions are listed as not accepted at the regional computer recycling events, so neither curbside day nor the city event is a settled route. A retailer drop-off is the practical local answer.
Building and construction material is not collected at the curb. The city code sends it to the landfill on North Park Lane, where a homeowner doing their own work can self-haul five pickup truck loads without a customer charge when the work has a valid city building permit and the material is self-hauled.
Treadmills, ellipticals and weight machines are not named on the city bulk list and do not appear in the city code list of materials the city will not collect, so nothing published settles the question. Treat a machine as an unconfirmed item and get an answer before it goes to the curb.
Hampton collects bulk waste weekly on the trash day. That covers the household items too large or too heavy for the city toter, including furniture, sofas, appliances and mattresses, with ten cubic yards allowed per service address each week.
Tires are not part of the trash day pile. Passenger car and pickup truck tires from residential addresses are picked up as a separate curbside request on any weekday after you call the 311 contact center, and the code caps a household at five tires twice a year.
Household trash is collected from the city-issued toter only, and the lid has to close with nothing sticking out. Once the container is full, a bag left beside it is an improper set out rather than a bulk item, and a pile the city has to clear is billed under the special collection fee.
The handoff matters
Toters, bulk trash and yard waste go to the curb no earlier than 3 p.m. on the day before your collection day, and no later than 7 a.m. on the day itself. The city code also asks for the containers to come back in by midnight after collection. Set out inside that window, because material left out at other times is a violation and the fine schedule starts with a written warning.

A second trash toter carries a fee and is ordered at 757-727-8311, and a pile the city has to clear at the curb is billed under the special collection and disposal fee. Trash in black plastic bags is not collected as bulk.

Yard waste goes in clear plastic bags with no trash mixed in, and branches need to stay under 8 feet long and 6 inches in diameter with no more than ten cubic yards a week.
