Portsmouth collects household refuse once a week on an assigned Tuesday through Friday route, with cans out after 5 p.m. the day before and by 7 a.m. on collection day, and every dwelling unit pays for that service through a monthly refuse charge on the water and sewer statement. Bulk waste moved to an appointment system during a 2026 rollout: furniture, appliances, boxes and move-out debris are scheduled online or by phone before anything goes to the curb, and the city refuses contractor, commercial, construction and hazardous material. Landfills, tires, household hazardous waste and electronics sit with SPSA, the regional authority Portsmouth belongs to, which takes household waste free for the first twelve visits a calendar year at its transfer stations and runs the household hazardous waste and e-waste facilities.

Construction and remodeling debris

Not on the regular city route

Debris from construction, remodeling, razing or repair, and anything a contractor generates, is refused by the city and stays with the party that generated it.

City cost & eligibility
No city collection. Construction and demolition debris, concrete, brick, pavement, fencing, siding, lumber, stumps and carpet are refused on the curb and on the bulk form, and the code leaves construction debris and contractor material to whoever generated it. A private hauler arranges the removal, or a resident can carry small amounts to an SPSA transfer station in a private vehicle.
When & how
Plan on a private hauler for a contractor sized load. A resident hauling their own small amount can use an SPSA transfer station, which takes shingles, small pieces of concrete and rigid items up to six feet long and six inches thick during its residential windows.
Get it ready
Keep construction debris out of the trash can and off the curb, and have the contractor write the debris into their own disposal. Asbestos shingles and siding are only taken at the Regional Landfill by appointment, and no contractor or commercial vehicle gets the free residential allowance.

What has to stay out of a bulk pile

Tree limbs must be under six inches thick and the whole pile no larger than 4 feet high by 6 feet wide. Stumps and lumber, fencing and siding, carpet, construction and demolition debris, concrete, brick and pavement debris, soil, and oil, paint and chemicals are refused, and a refused pile gets a 48 hour notice before the city removes it at the owner's cost.

Cardboard and yard waste go out separately

Cardboard boxes are flattened and tied into bundles under 25 pounds, and a pile that needs its own pickup is scheduled by calling at least one day before the regular trash day. Yard waste goes in clear plastic bags only, with the collection rules page capping a bag at 20 pounds and the city code capping it at 40 gallons and 25 pounds, up to 20 bags a week, and contractor yard waste is not collected at all.

Load a private vehicle or a rented trailer up to twelve feet long, bring proof of residence, and check in during the station's residential window: Chesapeake on Monday or Saturday morning, Landstown and Suffolk on weekdays or Saturday morning.

Waste from rental properties, box trucks, cargo vans, marked or modified vehicles and pickups larger than a one ton capacity are not eligible for the free residential allowance, and SPSA takes cards only.

How much does pickup cost?

Choose your items to see the exact price. A standard sofa is $79 first and $29 additional. The highest first-item price applies once; every remaining item uses its additional-item price. Loading, transportation and disposal are included. Review any applicable sales tax and the final total before payment.

Can I book a pickup for today?

Book by 2pm at your pickup address for same-day pickup, where available. Choose from the dates shown at checkout. Your booking is for a pickup day, and we text you when your hauler is on the way.

Do my items need to be outside when I book?

You can book while your items are still inside. Arrange any indoor carrying and have everything outside and accessible according to your confirmation. We load and haul it away from there. Contact us before booking if your property has restricted access.

How do I schedule a bulk pickup in Portsmouth?

Use the city bulk waste request form or call 757-393-8629 before you set anything out. Requests cannot be submitted the day before or on your regular collection day, so a Thursday address needs to submit by 11:59 p.m. Tuesday, and the approved pile is collected on your normal trash day.
