The local disposal guide

Will the city
take it?

Spokane Valley runs a city-managed solid waste system with two contracts doing most of the work. WM handles curbside collection for households that subscribe, and Sunshine Disposal runs the University Transfer Station on North University Road, which the city's self-haul contract covers. Curbside collection is not mandatory, so a household can subscribe to WM or haul its own loads instead. The city's bulky item route is the Annual Curbside Cleanup, a partnership with WM that gives every subscribed single-family home one no charge collection a year for up to two large items, and white goods, mattresses, computers and flat screen televisions are all on that list. Anything the cleanup refuses, including construction material, can go to the transfer station as tonnage, and the transfer station also takes moderaterisk household hazardous waste free in containers of five gallons or less, including residential refrigerators and air conditioners.

Optional WM curbside collection

Accepted with preparation

Residential curbside collection is optional in Spokane Valley and comes from WM, with garbage weekly and recycling every other week for subscribers.

City cost & eligibility
The city publishes no residential collection rate and defers to the hauler, so confirm the cart size and the current amount with WM on 877-466-4668 before subscribing or changing service.
When & how
Garbage is collected weekly and recycling every other week, with yard and food debris weekly from March through November and monthly in the first full week from December through February. Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas Day and New Year's Day delay collection by one day for the rest of the week.
Get it ready
Curbside service is a subscription rather than a city requirement, so any household can self haul instead. Keep hazardous waste, electronics and construction material out of the carts, because the city routes each of those to a different programme.

Annual Curbside Cleanup for bulky waste

Accepted with preparation

WM and the city give every subscribed single-family home one no charge bulky waste collection a year, limited to two large items and about a cubic yard of small ones.

City cost & eligibility
No charge. WM states that all WM residential customers are eligible for one no charge collection per calendar year, for City of Spokane Valley single-family residents who subscribe to WM collection and have an account in good standing.
When & how
Call 877-466-4668 or email seven days in advance to book the collection, which is not scheduled during holiday weeks, and put the items out no more than 24 hours before the appointment and never on the sidewalk.
Get it ready
The limit is two large items such as appliances or furniture, and about one cubic yard of small items weighing under 65 lbs. Drain all oil and fuel before anything goes out, and keep liquids, automotive fluids, car batteries, car body parts, construction and demolition material, concrete, asphalt, drywall, masonry, roofing, siding, insulation, structural metal, sand, rocks, dirt, vinyl flooring, thermometers, thermostats, fluorescent bulbs, mercury batteries and mercury switches off the pile because they are refused.

Couches, chairs and household furniture

Accepted with preparation

Furniture counts as a large item in the Annual Curbside Cleanup, and a load that exceeds the limits can go to the transfer station as trash.

City cost & eligibility
No charge. Furniture is covered by the one no charge bulky waste collection each calendar year for subscribed single-family WM customers, and the same items can be taken to the transfer station for a fee instead.
When & how
Book the cleanup at least seven days ahead on 877-466-4668 and set the piece out no more than 24 hours before the appointment, or take it to the transfer station seven days a week between 7:30 a.m. and 5 p.m.
Get it ready
Two large items is the limit for a cleanup collection, so a larger clear-out either spreads across years or goes to the transfer station. Keep the piece off the sidewalk and keep oil, fuel and liquids out of the load because those are refused on the cleanup.

Mattresses and box springs

Accepted with preparation

Mattresses are named on the Annual Curbside Cleanup list and also travel as trash at the transfer station.

City cost & eligibility
No charge. A mattress is on the acceptable cleanup list and is covered by the one no charge bulky waste collection each calendar year for subscribed single-family WM customers, with the transfer station as the paid alternative.
When & how
Book the cleanup seven days ahead on 877-466-4668 and set the mattress out no more than 24 hours before the appointment, or take it to the transfer station between 7:30 a.m. and 5 p.m. any day.
Get it ready
The mattress counts as one of the two large items allowed per cleanup collection, so a mattress and box spring set uses both slots. Keep it dry and off the sidewalk, and keep it out of the recycling cart.

Appliances and white goods

Accepted with preparation

Appliances count as large items in the cleanup, and the transfer station takes white goods with the note that other charges may apply, while residential refrigerators and air conditioners are also taken free in the hazardous waste stream.

City cost & eligibility
Two large appliances are covered by the Annual Curbside Cleanup at no charge for subscribed WM single-family homes, while the transfer station publishes only its trash rate and states that other charges may apply for white goods and appliances, so confirm the appliance charge on 509-924-5678 before hauling it.
When & how
Book the cleanup seven days ahead on 877-466-4668, or take the unit to the transfer station seven days a week between 7:30 a.m. and 5 p.m., where payment is cash or credit card only.
Get it ready
Drain all oil and fuel before an appliance goes out for the cleanup, and empty and defrost a cooling unit first. A residential refrigerator or air conditioner is also accepted free in the household hazardous waste stream at the transfer station in containers of five gallons or less.

Televisions, computers and monitors

Special rules apply

Computers and flat screen televisions are on the cleanup list, while the city routes electronic waste generally to the state E-Cycle Washington programme.

City cost & eligibility
A computer or flat screen television can use one of the two large item slots in the no charge Annual Curbside Cleanup, and the city names E-Cycle Washington on 360-407-7157 for electronic waste without publishing a fee, so confirm the route for the device before the trip.
When & how
Book the cleanup seven days ahead on 877-466-4668, or call E-Cycle Washington on 360-407-7157 to find an accepting site for a device that is not a computer or a flat panel set.
Get it ready
The cleanup list names computers and flat screen televisions and does not name tube televisions, so a tube set should go through E-Cycle Washington rather than the curbside pile. Wipe personal data before handover, and keep electronics out of the recycling cart, which takes only the listed containers, paper and cardboard.

Construction and demolition material

Special rules apply

Construction and demolition material is refused in the curbside cleanup and travels to the transfer station as tonnage instead.

City cost & eligibility
From $129.51 per ton for trash at the University Transfer Station, with a $20.32 minimum and the 3.6 per cent Washington State refuse tax added, while green waste is charged at $72.85 per ton with a $13.75 minimum. Any member of the public, because the transfer station is open to everyone and not only to Spokane Valley residents.
When & how
Take the load to 2405 N. University Rd. seven days a week between 7:30 a.m. and 5 p.m., and keep it off the curbside pile because construction and demolition material is refused in the cleanup.
Get it ready
Secure the load, because the city asks residents to cover and tie their loads for the transfer station. Keep liquids, automotive fluids and hazardous products out of the load and take them through the household hazardous waste stream instead.

Exercise equipment

Special rules apply

Exercise equipment is named on no cleanup list, so the machine has to be confirmed before it is put out.

City cost & eligibility
No cleanup or transfer station page names exercise equipment, so call WM on 877-466-4668 to ask whether the machine counts as a large item in the cleanup, or Sunshine Disposal on 509-924-5678 to ask about taking it as trash.
When & how
Call before the machine goes out, and if it is accepted for the cleanup, book the collection seven days in advance and put the machine out no more than 24 hours before the appointment.
Get it ready
Break the machine down where it comes apart and keep the loose weights with the frame, so the load stays under 65 lbs for the small item allowance and can be handled safely as a large item.

Paint, chemicals, batteries and other household hazardous waste

Accepted with preparation

Acceptable household hazardous waste is free at the University Transfer Station in containers of five gallons or less, with a reuse cart for usable products.

City cost & eligibility
No charge. The city states that recycling acceptable household hazardous waste is free at the Spokane Valley University Transfer Station, and Sunshine Disposal lists household hazardous waste as free in its transfer station rates.
When & how
Take the material to 2405 N. University Rd. seven days a week between 7:30 a.m. and 5 p.m., except on New Year's Day, Memorial Day, Easter, the 4th of July, Labor Day, Thanksgiving Day and Christmas Day.
Get it ready
Keep every container to five gallons or less and bring aerosol cans with product still in them, household ashes, batteries, fire extinguishers, fluorescent bulbs and tubes, compact fluorescent bulbs, glues, household cleaners, mercury items, motor oil, antifreeze, brake fluid, gasoline, non-latex paint, thinners, solvents, pesticides, fertilisers, pool and spa supplies and sharps in a puncture proof container. Ammunition, asbestos, bio-medical waste, commercially generated ashes, medications, propane tanks, sewage sludge and unlisted liquids are refused, and usable paint, pesticides and fertilisers go on the reuse cart for other residents.

Mattresses are named on the acceptable list for the Annual Curbside Cleanup, which gives subscribed WM single-family homes one no charge collection a calendar year with a limit of two large items. A mattress and box spring pair uses both slots, and a household that has used its collection can take bedding to the University Transfer Station on North University Road as trash instead.Official guidance
