El Monte runs its residential collection through Valley Vista Services, which serves single-family homes and multi-family buildings of four or more units with three carts: brown for trash, blue for recyclables and green for green waste and food waste. Anything too large for a cart goes through the bulky waste programme, which gives each single-family home the free pick up and disposal of 20 bulky items a year on the normal trash day, booked at least one day ahead, and includes appliances, mattresses, sofas, chairs, desks, tables, rolled and tied carpet, electronics, tires and bundled tree branches. Business waste, construction debris and hazardous waste are excluded, and the city routes household chemicals and electronic waste to its own collection facility at the Public Works Yard on Arden Drive during the Clean Up events it schedules. The city adopted its Mandatory Organic Waste Disposal Reduction Ordinance, number 3006, in October 2021, requiring residential, commercial and multi-family premises to subscribe to the organics programme under SB 1383.
