Boulder regulates construction waste directly: a full structure deconstruction permit has to reuse or recycle most of the material, and new construction has to divert all clean lumber, metal and cardboard.

City cost & eligibility
From $219 for the non refundable zero waste review fee for a full structure deconstruction permit. A deconstruction permit also carries a refundable deposit of 1.00 per square foot of the structure with a 1,500.00 minimum, refunded according to how much was actually reused or recycled. Reusable building material can be donated at no charge, while heavy material dropped at the hard-to-recycle site is charged by weight or per fixture, with ceramics and concrete at 0.10 per pound and a toilet, sink or urinal at 5.00 without fixtures or 25.00 with them. The county yard and wood waste drop off center gives residents a 40 percent discount on normal yard and wood waste pricing.
When & how
Apply for the permit as usual, then activate the Green Halo project created with it, submit the waste diversion plan for approval, and upload weight tickets or photos as the work proceeds. File the final waste report within 60 days of finishing the work and then request the deposit refund inspection.
Get it ready
Full structure deconstruction has to reuse or recycle at least 75 percent of the waste across at least three different material types such as wood, metal and concrete, while new construction has to reuse or recycle 100 percent of clean lumber, metal and cardboard. In unincorporated Boulder County, demolition is prohibited and buildings must be deconstructed, and job site waste including wood, scrap metal and concrete has to be recycled. Keep wood waste separate from yard waste at the drop off center, because separation is what unlocks the resident discount and the contractor rate.

A household with a mattress, an appliance, electronics, scrap metal, concrete, ceramics, a toilet or sink, film plastics, books, clothing or bicycle tires to divert.

Cost & conditions
From $3 for the facility fee charged for each vehicle entering the site. The facility fee is charged once per vehicle and is waived for customers arriving by bicycle. Item charges apply on top of it: 45.00 for a refrigerant appliance, 30.00 for a mattress or box spring, 10.00 for a mattress topper, with screens and miscellaneous electronics charged by weight, concrete and ceramics at 0.10 per pound, and a toilet, sink or urinal at 5.00 without fixtures or 25.00 with them. Computers, phones, scrap metal that is at least half metal and free of refrigerant, books, clothing, cardboard, film plastics and glassware are covered by the facility fee.

Drive to 6400 Arapahoe Rd. Monday through Saturday between 9 a.m. and 5 p.m. No appointment is needed: stop at the window, tell the register team what you brought, pay the fees and follow the blue signs through the zones.

The site is closed Sunday, refuses automotive tires, propane, helium and other pressurized tanks even when empty, moldy or bed bug infested bedding, items with food or liquid residue, biohazards and loose glass components, and requires gas powered equipment to arrive drained of oil and gas. A household with furniture, a working appliance, cabinets, doors, fixtures, flooring, windows, tile, roofing tile or salvageable building material in good condition.

Cost & conditions
No charge. There is no charge to donate material that is in good condition for resale. The reuse center can also collect material from a property, and the county directory notes that a pickup may be free or may carry a charge, so ask when the pickup is arranged.
Arrange it
Drop the items at 6400 Arapahoe Rd. Monday through Saturday between 9 a.m. and 5 p.m. and ask about a property pickup at 303-419-5418.

The reuse center takes new and used building and household materials that are in good condition, so a worn out piece will not be accepted and has to be priced with a hauler as a large item instead. Large appliances are accepted for reuse only when they still work.

Taking it somewhere yourself?

Boulder has no municipal hauling and no citywide bulky item pickup, so a household either asks the hauler on the account or drives the material to a shared drop off on Recycle Row in east Boulder. The Eco-Cycle hard-to-recycle site at 6400 Arapahoe Rd. is open Monday through Saturday from 9 a.m. to 5 p.m. and closed Sunday, with no appointments, a facility fee per vehicle and published item charges for refrigerators and freezers, mattresses and box springs, screens and other electronics, concrete, ceramics and plumbing fixtures, while scrap metal that is at least half metal and free of refrigerant, computers, phones, books, clothing, glassware and film plastics are covered by the facility fee. Next door, Resource Central takes usable furniture, appliances and building materials for reuse and can also collect from a property. Can I get same-day toilet or vanity pickup in Boulder?

Yes. Add each listed fixture separately and choose the correct vanity size. Each detached door panel counts as one item. The combined price appears before you book. Keep the fixtures together outside, separate from anything staying, and add a location photo on your order page.
