Will the city
take it?

Boulder has no municipal hauling service. Residents and businesses contract with a licensed private hauler, the city does not set or control the rates, and the Universal Zero Waste Ordinance requires every property to provide separated trash, recycling and compost collection with compliant signs. Nothing oversized goes on the curb either, because there is no citywide bulky item pickup. Instead the city and county run Recycle Row in east Boulder: the Eco-Cycle CHaRM at 6400 Arapahoe Road takes hard-to-recycle material for a small facility fee, including mattresses, appliances, electronics, concrete and scrap metal, and next door Resource Central accepts usable furniture, appliances and building materials for reuse. Paint, solvents, batteries and other hazardous products go to the county facility at 1901 63rd Street, and construction projects follow the city's own deconstruction and construction diversion rules.

Construction and deconstruction debris

Boulder regulates construction waste directly: a full structure deconstruction permit has to reuse or recycle most of the material, and new construction has to divert all clean lumber, metal and cardboard.

City cost & eligibility
From $219 for the non refundable zero waste review fee for a full structure deconstruction permit. A deconstruction permit also carries a refundable deposit of 1.00 per square foot of the structure with a 1,500.00 minimum, refunded according to how much was actually reused or recycled. Reusable building material can be donated at no charge, while heavy material dropped at the hard-to-recycle site is charged by weight or per fixture, with ceramics and concrete at 0.10 per pound and a toilet, sink or urinal at 5.00 without fixtures or 25.00 with them. The county yard and wood waste drop off center gives residents a 40 percent discount on normal yard and wood waste pricing.
When & how
Apply for the permit as usual, then activate the Green Halo project created with it, submit the waste diversion plan for approval, and upload weight tickets or photos as the work proceeds. File the final waste report within 60 days of finishing the work and then request the deposit refund inspection.
Get it ready
Full structure deconstruction has to reuse or recycle at least 75 percent of the waste across at least three different material types such as wood, metal and concrete, while new construction has to reuse or recycle 100 percent of clean lumber, metal and cardboard. In unincorporated Boulder County, demolition is prohibited and buildings must be deconstructed, and job site waste including wood, scrap metal and concrete has to be recycled. Keep wood waste separate from yard waste at the drop off center, because separation is what unlocks the resident discount and the contractor rate.

A household with furniture, a working appliance, cabinets, doors, fixtures, flooring, windows, tile, roofing tile or salvageable building material in good condition.

Cost & conditions
No charge. There is no charge to donate material that is in good condition for resale. The reuse center can also collect material from a property, and the county directory notes that a pickup may be free or may carry a charge, so ask when the pickup is arranged.
