Eligible households get two bulky collections a calendar year, each limited to one cubic yard of material, about four feet by two feet, and each address sits in one of four zones with a two-week sign-up window twice a year. Items go out by 7 a.m. on the scheduled day and no more than 48 hours early, at least three feet from mailboxes, fences, parked vehicles and utility poles, without blocking the sidewalk or street, with only the items reported at scheduling collected and similar materials grouped together.

Every residential vehicle at the Crescent Street transfer station needs a valid City of Norwalk Residential Disposal Pass, and a residential pickup truck, SUV, cargo van or towing trailer also needs a Residential Disposal Permit issued at the station, with the vehicle brought in empty and half a tank of gas so it can be weighed. A resident car disposes of municipal solid waste free and a residential pickup or trailer gets one ton free, while commercial vehicles pay by the ton and an unregistered vehicle pays a minimum, all by credit or debit card only.

Commercial vehicles pay $125 per ton, an unregistered vehicle pays a $20 or $30 minimum, and Freon appliances, tires, propane tanks, antifreeze and lithium batteries carry fees.
