Palm Coast collects household waste on two service days each week through FCC Environmental, the city's contracted hauler. The first day takes normal household waste and the second takes household waste plus bulk items, with the pile capped at three cubic yards. The bulk list is short and practical: furniture, mattresses, televisions, dishwashers, stoves, washers and dryers, while white goods such as refrigerators and hot water heaters go curbside separately with the doors removed. Yard waste has its own Wednesday collection and recycling runs weekly as a single stream. Household chemicals and most electronics do not go in the carts at all: Flagler County takes them free at its recycling and household hazardous waste facility on Old Kings Road, in limited quantities under 100 pounds a month, and contractor-generated debris stays with the contractor by city ordinance.

Contractor-generated waste is not part of the residential collection: city ordinance puts it on the contractor, and construction site trash has to be contained on site.

City cost & eligibility
The city does not offer a residential construction debris route. Palm Coast Code Chapter 41 requires that any waste generated by a contractor, including a lawn service, tree trimmer, yardman or tree surgeon, be removed by that contractor at its own expense, and the city's own definitions treat construction and demolition debris generated by builders as contractor self-hauling, so a project load is a private arrangement.

Have the contractor remove the debris at its own expense, or arrange a private container or disposal site, because the city will not collect it.

Residents have two service collection dates each week. The first takes normal household waste, and the second takes normal waste plus bulk items of less than three cubic yards. Receptacles are bought by the resident, between 10 and 35 gallons and no heavier than 60 pounds, up to four may go out, bagged waste must be inside a can, and everything sits in the collection area within five feet of the driveway.

The code windows for setting out and taking in

Containers may go out no earlier than 6 p.m. on the day before a scheduled collection day and must be removed no later than 6 a.m. on the day after they are emptied, and they have to be screened from the right of way except when set out for collection. Littering or disposing of debris on private or public property is not allowed, and trash, litter and debris on construction sites has to be contained.

Yard waste is collected on Wednesdays with items under six inches in diameter and no longer than five feet, and the pile cannot exceed two cubic yards, with anything over that tagged so the resident pays the hauler directly. Recycling is single-stream and weekly, with everything rinsed and only recyclable material in the bin.
