Albany collects only what is inside the city-issued cart, so boxes are broken down and everything else waits for another route. Carts go to the curb or the alley no earlier than 5 p.m. the day before collection and no later than 7 a.m. on the collection day, face the roadway within three feet of the curb and away from poles and mail boxes, and come back in by 7 p.m. that day. Leaves and yard debris are collected twice a month in a separate pile near the garbage collection point, and nothing else may be mixed into it.
