Commercial waste is not acceptable for curbside pickup, and leaves, garden trimmings, brush, hot ashes, solvents, paint, dead animals, chemicals, oils, liquids, medical waste and household hazardous waste cannot go in a cart. Needles go in a sealed coffee can or laundry detergent container with the ends broken off, labeled for sharps and placed inside a garbage cart, and appliances, concrete, rock, shingles and electronics each have a separate destination instead of the carts.

Bloomington runs the Solid Waste Program through Public Works: garbage weekly, recycling every other week, and leaves, trimmings, brush and bulk each every other week on the alternating weeks, with carts out no earlier than 2 p.m. the day before and no later than 6 a.m. on the pickup day. The monthly cart fee includes the first loader bucket of bulk at about 2.5 cubic yards, the fall leaf pickup and use of the Citizen Convenience Center at 402 S. East Street, where leaves, brush, garden trimmings, appliances and empty propane tanks can be dropped while it is open from April through December. Appliances are also collected curbside by an outside company that charges for refrigerant removal, concrete, rock, shingles and brick have to be arranged with Public Works for a fee because the convenience center no longer takes them, electronics go to the Town of Normal's McLean County drop-off, and household hazardous waste is not accepted curbside or at the drop-off and runs through Ecology Action Center events.
