Owensboro hauls its own waste, so there is no contracted hauler to call. The Sanitation Department collects one 96 gallon cart of household trash a week for about 22,000 homes, runs yard waste on the same day, and handles anything the cart will not take as a special load: excess household waste, old furniture, televisions and rugs, appliances and tires, all by phone in advance because the city works this route with one truck. Two things follow from that. Furniture and televisions do leave with a published route, at a per load fee, and mattresses or exercise machines, which the city never names, have to be confirmed on the same call. Construction material is the opposite case: it is written out of residential collection and out of the annual neighborhood cleanups, so a remodel load needs a call to the department rather than a curb pile.

The city lists windows, doors, drywall, lumber, fencing, siding and anything generated by a remodel or construction project as prohibited in residential trash, the neighborhood cleanup crews are told not to take construction debris or materials, and the solid waste code requires collection by the Sanitation Department, so a remodel load needs the department's answer rather than a curb pile. Tearing a structure down has its own paperwork, including a city demolition permit, a written notice of intent to the state air quality office ten days before work, and a sewer cap permit from the water agency.

Paint, chemicals and liquid waste

Wet material has no city route at all. Paint is refused unless the contents are completely dry, and hazardous chemicals, poisons, liquids, oil, fuel and other flammable liquids are all barred from residential collection and from the neighborhood cleanup days, which also refuse paint and any type of liquid. Dry paint can go in the cart.

The City of Owensboro does not offer a household collection for wet paint, chemicals or liquids. The special load crew works under the same curb rule for a different reason: the city does not allow it to drive into an alley or onto private property.
