The local disposal guide
Lynn contracts its collection and bills for it: trash goes out once a week and recycling every other week, Capitol Waste took over the route on July 1, and the city bills the fiscal year in two cycles with a senior abatement and a demand fee for a late balance. Only the official cart or an official overflow bag is collected, so extra trash has its own published bag. The city does not collect bulky items or mattresses as part of that base fee. Furniture and white goods are free at the scheduled bulky waste item drop-off days at 247 Commercial Street on published Saturdays from 8 a.m. to noon, and a resident who wants a curbside bulky pickup instead pays a fee that the city does not list. Mattresses are a separate appointment booked through Tough Stuff Recycling, with three different published prices depending on whether the unit is picked up at the curb or dropped at Tough Stuff or at the Public Works yard. Televisions, computer monitors and propane tanks are priced at the Public Works counter, household chemicals go to paid collection days run by Clean Harbors, and construction waste is left to a private hauler from the city's own referral list.

The construction waste page states that the Covanta transfer station no longer accepts wood or construction debris and that state waste ban items and hazardous waste are not acceptable, the bulky item day page refuses building contractors' construction materials, and the drop-off page repeats the no building contractors, no construction waste rule.
The city hosts household hazardous waste collection days with Clean Harbors Environmental Services and states that payment is required. The accepted list runs across the workbench, the garage, the yard and the house, and the refused list covers latex paint, construction and demolition waste, commercial waste, ammunition, fire extinguishers, medicines and syringes, asbestos, propane tanks, batteries and computers and televisions.
Exercise equipment is not named on the bulky day accepted list, the refused list, or the priced drop-off list. The closest published category is the unwanted household items line on the bulky day accepted list, so a treadmill or weight machine is confirmed with the Department of Public Works before it is moved.
No retained Lynn page names a tire drop-off, a tire collection day or a tire fee. Tires appear neither on the bulky day accepted list nor on the refused list, and the household hazardous waste refused list covers batteries rather than tires, so the route is confirmed with the Department of Public Works.
The handoff matters
Put the carts at the curb by 7 a.m. with the lids closed, bag the trash because the city treats bagging as an ordinance requirement, and put extra trash only in an official overflow bag.
