The local disposal guide
Rochester does not collect its own garbage. The city page says plainly that garbage and recycling services for Rochester residents are managed by Olmsted County, and the county runs the system through licensed private haulers, a waste-to-energy plant and a self-haul drop-off. Curbside collection is an open market: Chapter 3500 requires a licence for anyone providing hauler services, the county publishes the current Class A and Class D lists, and it warns that hiring an unlicensed junk hauler can expose a household to liability. Large items are not part of the weekly cart. They move through the hauler on the account, a licensed Class D junk hauler, or a trip to the Recycling Center Plus at 305 Energy Parkway NE, which takes mattresses, appliances, furniture, electronics and tires in household quantities for published per item fees. Yard waste goes to the county compost site across the street, household chemicals and batteries go to the Hazardous Waste Facility, and construction debris goes to the drop-off or to the Kalmar Landfill, where ash and demolition material from the county system are buried.

The handoff matters
Olmsted County issues four classes of solid waste hauler licence, and Chapter 3500 requires the appropriate licence before a person may provide hauler services. Class A covers full curbside service including bulky items, Class B covers source-separated organics, Class C covers roll-off and compactor service, and Class D covers bulky item and cleanout hauling as a secondary service to labour or site cleanup, which is the licence a junk removal company needs. The county publishes the current licensed lists, notes that Class D haulers may not provide weekly garbage service, and warns that hiring an unlicensed junk hauler can leave a household exposed if the waste is not disposed of properly.
