The local disposal guide
Eugene does not run a municipal collection crew. Eugene City Code requires anyone who collects residential garbage, recycling or yard debris inside the city limits to hold a solid waste collection license, the city issues no more than eight of those licenses at a time, and every licensee must provide curbside recycling and yard debris collection to its customers. The city then sets the minimum rates those haulers may charge, and a hauler may charge up to ten percent above the schedule. Basic residential service is a monthly subscription built around a container size and a collection frequency, and it includes garbage and curbside recycling, with food waste and yard debris collection added every other week in most cases. The same city rate schedule is where bulky items live: it carries a bulk rate with a minimum service fee and a per item range that the hauler applies at its discretion, a per unit price for extra bags and containers, a pack out charge, a container exchange fee, a contamination fee, and an on-call collection rate for households that do not want a standing container. Large items are the boundary of that curbside system. The collection rule names tires, major appliances, computers, monitors and televisions as unacceptable materials that a customer may not place in a container, so those streams leave the curbside route and go to Lane County. Lane County runs the Glenwood transfer station on the south side of Eugene and thirteen rural transfer sites, charges garbage, construction and demolition material and rubble on published tables, charges appliances per appliance, recycles mattresses and box springs free at Glenwood, takes tires up to twenty inches and propane tanks up to five gallons, and reserves its only permitted landfill for authorized commercial account holders rather than the public. The county's household hazardous waste collection center also sits at Glenwood, where paint, batteries, lamps and other labeled products are taken by appointment and free for households.

The handoff matters
A customer may put solid waste, recycling, yard debris and organics containers at the curb no earlier than 7 p.m. on the day before the scheduled collection, and must take the empty containers back in no later than midnight on the collection day. The city also asks that empty garbage and recycling bins stay at the curb no more than twenty four hours, and a container may not leave the unobstructed paved part of a sidewalk less than three feet wide.
