The city regulates the private haulers that serve each address, sets the collection rates they may charge, and publishes the bulky waste price list that every one of them uses, so the first call for a couch, a mattress or an appliance is the permitted company serving the property: Arrow Sanitary, Gresham Sanitary, Hoodview Disposal, Rockwood Solid Waste or Waste Management. The bulky waste service charges a per trip pickup fee plus the cost of the item, and the item cost follows four published tiers, from a small item such as a pallet or bicycle through a medium item such as a desk, a large item such as a recliner or a standard mattress, and an extra large item up to 250 pounds such as a couch or a king size mattress with box spring, with anything heavier also drawing a Metro tip fee. Appliances have their own list, where a refrigerator, freezer or air conditioner costs far more than a stove or a washer, and electronics are priced per item. Everything the hauler will not take has a public route instead: televisions and computers go free to Oregon E-Cycles, paints and stains go free to PaintCare, and the rest of the household hazardous waste goes to a Metro facility or a neighbourhood collection event.
