Carts go out by 6 a.m. with the lids closed

Curbside carts and bins go to the curb by 6 a.m. on the collection day with the lids closed, three feet from cars, trees, mailboxes and other containers, and six feet from basketball hoops. Residents with a disability recognised under Oregon law can ask their collection company for non-curbside pickup at no extra charge when nobody else in the household can place the containers out.

What belongs in each container

The bundled service collects garbage weekly, mixed recycling and glass with batteries every other week, and for addresses inside the Metro boundary yard debris and food scraps every other week. Recycling takes empty and dry paper, flattened cardboard, metal, plastic bottles, buckets, round containers and rigid plant pots two inches by two inches or larger, glass takes bottles and jars only, and batteries must have their ends taped except alkaline and go in a zip seal bag in the glass bin. Plastic bags, wires and cords, electronic devices, medical waste, non-empty aerosols, hazardous items, food and liquids never go in the recycling bin.

Bulky items are booked, not left with the carts

A couch, mattress, appliance, television or tire set is booked with the certificated collection company that serves the address and is collected on a bulky day that may differ from the regular garbage day. The charge is a flat pick-up fee plus a published rate for each item by size and material, the pick-up fee is billed whether or not the items are on site, and anything not on the published list is priced by size and weight. Metro Central and Metro South take self-haul loads instead, with recyclables, metal appliances, up to four mattresses a day and Oregon E-Cycles electronics free.

From $51 for minimum garbage charge for loads up to 240 pounds at Metro Central or Metro South, with heavier loads charged a proportion of the per ton rate and a transaction fee on staffed public scales, while recyclables are free, metal appliances are free, coolant appliances are charged, up to four mattresses a customer a day are free and Oregon E-Cycles electronics are free up to seven items a day. Any household delivering its own load during public hours; all mixed waste generated in the Metro service area must go to a Metro-authorized facility.

Vehicles and anything with a drive motor, asbestos containing material outside the small hazardous waste allowance, burned material and wildfire ash, flat and built-up roofing, loads of liquids, petroleum contaminated soil, radioactive metals and electric vehicle batteries are refused, and customers are responsible for anything they leave behind, so improper dumping can bring asbestos testing costs and substantial fines.

The nearest public transfer stations are Metro Central at 6161 NW 61st Ave in Portland and Metro South at 2001 Washington St in Oregon City, both open to the general public 8 a.m. to 5 p.m. daily and both closed on the Fourth of July, Thanksgiving, Christmas and New Year's days. Recyclables are free, metal dishwashers, microwaves, water heaters, stoves, ovens, washers and dryers are free, coolant containing appliances and tires are charged, up to four mattresses or box springs a day are free, Oregon E-Cycles electronics such as computers, monitors, printers, televisions, tablets, keyboards and mice are free up to seven items a day, and general garbage pays a minimum charge up to 240 pounds and a per ton rate above that, with clean wood and sorted yard debris on lower rates. Household hazardous waste is free at the co-located facilities, limited to 35 gallons a day, and is taken at Metro Central Monday to Saturday 9 a.m. to 4 p.m. and at Metro South 9 a.m. to 4 p.m. daily. Washington County also lists other county drop-off sites, including Far West Recycling and Tualatin Valley Waste Recovery in Hillsboro, the Forest Grove Transfer Station, Pride Recycling Depot in Sherwood, and yard debris sites at Best Buy in Town, Grimms Fuel, Recology Organics and Woodco. Construction debris is different: all mixed waste generated in the Metro service area must go to a Metro-authorized facility, and using anything else requires a non-system licence. The same refusal list as Metro Central, including vehicles, asbestos containing material outside the small hazardous waste allowance, burned material and wildfire ash, flat and built-up roofing, liquids, petroleum contaminated soil, radioactive metals and electric vehicle batteries; commercial organics are not accepted here even though residential compost is; and the hazardous waste facility is free for households up to 35 gallons a day.
