West Haven-Sylvan is unincorporated Washington County, so the county sets the garbage and recycling rules and rates, a certificated collection company does the hauling, and Metro owns the transfer stations that take what the cart cannot. Curbside service is bundled into one monthly rate by cart size and includes weekly garbage, mixed recycling and glass and batteries every other week, with yard debris and food scraps every other week for addresses inside the Metro boundary. Carts go out by 6 a.m. with the lids closed. Large items do not ride the regular truck: the collection company runs a bulky waste pickup with a flat urban pick-up fee plus a rate for each item, covering couches, mattresses and box springs, appliances, televisions and tires that must never go in the garbage. From $51 for minimum charge for a general garbage load at a Metro transfer station, with loads up to 240 pounds on the minimum, heavier loads charged a proportion of the per ton garbage rate, clean wood on its own lower per ton rate, and a transaction fee of $8.34 on automated scales or $30 per load on staffed public scales. Materials delivered to Metro Central or Metro South, which any household can use; all mixed waste generated in the Metro service area must go to a Metro-authorized material recovery facility, and using a facility that is not licensed, franchised or designated by Metro requires a non-system licence.

Haul the load to Metro Central or Metro South during public hours, or arrange a drop box through the collection company for a larger project. Mixed construction waste from greater Portland may not be taken to an unauthorized facility, so confirm the destination before the load leaves the job site.

What belongs in each container

The bundled service collects garbage weekly, mixed recycling and glass with batteries every other week, and for addresses inside the Metro boundary yard debris and food scraps every other week. Recycling takes empty and dry paper, flattened cardboard, metal, plastic bottles, buckets, round containers and rigid plant pots two inches by two inches or larger, glass takes bottles and jars only, and batteries must have their ends taped except alkaline and go in a zip seal bag in the glass bin. Plastic bags, wires and cords, electronic devices, medical waste, non-empty aerosols, hazardous items, food and liquids never go in the recycling bin.

West Haven-Sylvan households have two ways to self haul. The nearest public transfer stations are Metro Central at 6161 NW 61st Ave in Portland and Metro South at 2001 Washington St in Oregon City, both open to the general public 8 a.m. to 5 p.m. daily and both closed on the Fourth of July, Thanksgiving, Christmas and New Year's days. Recyclables are free, metal dishwashers, microwaves, water heaters, stoves, ovens, washers and dryers are free, coolant containing appliances and tires are charged, up to four mattresses or box springs a day are free, Oregon E-Cycles electronics such as computers, monitors, printers, televisions, tablets, keyboards and mice are free up to seven items a day, and general garbage pays a minimum charge up to 240 pounds and a per ton rate above that, with clean wood and sorted yard debris on lower rates.
