Pharr contracts its curbside work to Waste Management: one 96 gallon cart per household, emptied once a week, with brush collected on a four section rotation and loose clippings bagged rather than piled. Only the material inside the cart, or in a Waste Management overflow bag bought at City Hall, is picked up. Everything the cart will not take belongs at the city's own Residential Collection Station, which is open to Pharr residents only, refuses concrete and hazardous waste, and charges one dollar per cubic foot. The Pharr Recycling Center takes paper, metal, plastics one and two, used motor oil, tires from city residents, and paint, antifreeze and batteries once a year, and the brush rules refuse construction debris, bricks, concrete, tires without freon tagging and untagged refrigeration units.
