The local disposal guide

Will the city
take it?

Springdale splits household waste between two organizations. Curbside trash and recycling come once a week for addresses inside the city limits through CARDS Recycling, which Springdale Water Utilities bills on the water account, and the cart takes ordinary household garbage and recyclables only. Everything larger goes to the city's own bulky waste program: call Public Works a week ahead, put the pile at the curb over the weekend, and the crew comes Monday through Friday of the following week. Each household gets two pickups a calendar year for up to 8 cubic yards each, with 4 mattresses or box springs and 2 couches a year inside that allowance. White goods are collected too, but a refrigerator has to have its refrigerant removed by a licensed professional with paperwork to prove it. Televisions and computers are refused in the bulky pile and go to the city drop-off on South Lowell Road or to the regional district for a per-item fee.

Appliances and white goods

Special rules apply

White goods are collected as bulky waste, and the program names stoves, water heaters, washing machines, dryers, refrigerators and other cooling items. Anything holding refrigerant needs the gas removed by a licensed professional first, with documentation to prove it.

City cost & eligibility
No charge. A cooling appliance is only collected after the refrigerant has been removed by a licensed professional and the removal is documented.
When & how
Call Public Works at 479-750-8135 the week before the pickup and set the unit at the curb over the weekend that follows; the crew comes Monday through Friday of the next week.
Get it ready
Empty the unit, and for a refrigerator or any other cooling appliance have the refrigerant or refrigerant gas removed by a licensed professional and keep the removal documentation, because the program requires it before collection. Televisions, computers and electronics

Special rules apply

Televisions and computers are refused in the bulky waste pile, and no curbside route takes them. The city drop-off on South Lowell Road and the regional district in Prairie Grove both accept electronics for a per-item fee, with the published flat screen price the lowest listed rate.

City cost & eligibility
From $5 per flat screen item at the Springdale Recycling Drop-off Location, with other electronics listed at a higher per-item rate. The electronics and flat screen rates carry no published residency requirement at the South Lowell Road drop-off, which is open Monday, Wednesday and Friday. Boston Mountain Solid Waste District also accepts electronics for a fee, and the city states plainly that electronics can be recycled for a fee at either site.
When & how
Take the item to the Springdale Recycling Drop-off Location at 1809 S Lowell Road on a Monday, Wednesday or Friday between 8 a.m. and 4 p.m., or to the Boston Mountain Solid Waste District at 11398 Bond Road in Prairie Grove during its published weekday and Saturday hours.
Get it ready
Keep televisions, computers and monitors out of the bulky waste pile and out of the recycling cart, because both refuse them and one refused item stops a bulky set-out from being collected. Wipe personal data before handover, and ask about the rate for the exact device, since the fee list prices electronics and flat screens separately.

Bulk items and household junk

Accepted with preparation

The city runs the bulky waste program itself. A household can schedule two pickups a calendar year, each up to 8 cubic yards, or combine both into a single 16 cubic yard pickup, and anything larger moves to the paid per-cubic-yard service.

City cost & eligibility
No charge. Households inside the city limits that can prove residency with a water bill and live in a building of five units or fewer. When & how
Call Public Works at 479-750-8135 the week before the pickup. Items go to the curb the upcoming weekend, and the crew arrives between Monday and Friday of the following week because the department cannot schedule a specific day.
Get it ready
Keep the pile at the requesting address, no further than 6 feet from the curb, clear of fences, mailboxes, meters, trees and low power lines, and keep the space in front free of parked vehicles. Leave out garbage, any bagged material, cardboard and other recyclables, free liquids such as paint, televisions and computers, tree work done by a for-hire crew, bagged yard waste, Styrofoam and fluorescent bulbs, because one refused item stops the entire pickup.

Construction and renovation material

Special rules apply

Construction material is accepted in the bulky waste program, but only up to 2 cubic yards per pickup, and the city publishes no separate construction and demolition drop-off. Loose liquids such as paint are refused in the pile.

City cost & eligibility
No charge. Households that can prove residency with a water bill and live in a building of five units or fewer, using one of the two free bulky waste pickups per calendar year. Construction materials are limited to 2 cubic yards or less, and a load beyond the household allowance moves to the paid bulky waste service.
When & how
Call Public Works at 479-750-8135 the week before the pickup and put the material at the curb over the weekend before the collection week, because the crew comes between Monday and Friday without a scheduled day.
Get it ready
Keep the construction load to 2 cubic yards or less, set it at the pickup address within 6 feet of the curb and away from fences, meters, trees and low power lines, and keep paint, chemicals and other free liquids out of the pile along with any bagged or recyclable material.

Exercise equipment

Special rules apply

Exercise equipment is not named in the bulky waste list, which covers furniture, white goods, tires, tree cuttings and small construction loads, so the machine has to be approved before it goes to the curb.

City cost & eligibility
The bulky waste program publishes no rate and does not name exercise equipment. Confirm the machine, the route and any charge with Springdale Public Works at 479-750-8135 before scheduling a pickup.
When & how
Call Public Works at 479-750-8135 during a pickup week and describe the machine, then put it out only if the department confirms it inside the bulky waste allowance.
Get it ready
Describe the machine and its size when you call, fold or tie down the deck and handles where you can, and take off any console or screen so it can go to the electronics drop-off instead of the bulky pile. Keep the machine within 6 feet of the curb and clear of fences, meters and low power lines.

Tree cuttings and yard waste

Special rules apply

Tree cuttings are part of the bulky waste allowance as long as they are no more than 5 feet long, while bagged yard waste such as grass clippings, leaves and bushes is refused in the same pile, and work done by a for-hire tree crew is not bulky waste at all.

City cost & eligibility
No charge. Households that can prove residency with a water bill and live in a building of five units or fewer, using one of the two free bulky waste pickups per calendar year for up to 8 cubic yards each, with tree cuttings limited to 5 feet in length.
When & how
Call Public Works at 479-750-8135 the week before and put the cuttings at the curb over the weekend before the collection week.
Get it ready
Cut the material to no more than 5 feet and leave it loose, because it does not need to be bundled or tied. Keep bagged grass clippings, leaves, gumballs and bushes out of the bulky pile, and do not put out trimmings, large branches, wood or limbs left by a tree service or anyone doing that work for hire, since those are the property owner's responsibility.

Call Public Works the week before a bulky pickup

The bulky waste program starts with a phone call to Public Works at 479-750-8135 during the week before the pickup. The caller is told to wait until the upcoming weekend to put the items at the curb, and the bulky waste crew then comes between Monday and Friday of the following week, because the department cannot schedule a specific day.

Keep the pile close to the curb and clear of obstructions

The program asks residents to place items no further than 6 feet from the curb and away from fences, mailboxes and electric, water or gas meters, and not under trees or low power lines. No vehicle should be parked in front of the pile, every item has to sit at the address that requested the pickup, and the whole set-out stays within the household's allowance.

Two pickups a year, 8 cubic yards each, with item caps inside them

A household can schedule two free bulky waste pickups each calendar year for a combined 8 cubic yards each, or combine the two into a single pickup of up to 16 cubic yards. Inside that allowance the program caps mattresses or box springs at 4 and couches at 2 per calendar year, allows 4 tires with the rims separated, takes tree cuttings no longer than 5 feet, and limits construction material to 2 cubic yards. Anything beyond the allowance goes to the paid service.

Curbside carts are weekly and take only garbage and recyclables

Trash and recycling are collected weekly on the same day for residences inside the city limits, and the cart belongs at the curb by 6 a.m. The service runs through CARDS Recycling, with Springdale Water Utilities billing it on the water account, and questions about the account go to CARDS at 479-435-9061. The cart is for household garbage and recyclables only, so furniture, appliances, screens and construction material have to use the bulky waste program or the drop-off sites.

Self-hauling in Springdale usually means the drop-off on South Lowell Road. It is open Monday, Wednesday and Friday from 8 a.m. to 4 p.m. and it takes aluminum, cardboard, glass bottles and jars, paper, newspaper, plastic bottles 1 and 2, and steel or tin cans free, along with antifreeze, batteries, sharps and used motor oil. Paint, tires, rims, light tubes, compact fluorescent lamps, electronics, flat screens and HID lamps are each priced per item, with paint and tires restricted to residents, and televisions and computers can only go here or to the regional district because the bulky pile and the curbside cart both refuse them. Will the city take a couch as bulky waste?

Yes. Furniture is named in the bulky waste program, and the program caps couches at 2 per calendar year for one household inside the two free pickups it allows each year. Call Public Works at 479-750-8135 the week before you want the pickup, then put the couch at the curb over the weekend before the collection week.Official guidance

What has to happen before a refrigerator is collected?

The refrigerant has to come out first. The bulky waste program collects white goods such as stoves, water heaters, washing machines, dryers and refrigerators, but any cooling item must have its refrigerant or other refrigerant coolant removed by a licensed professional, and documentation verifying the removal has to be available, because the item is not collected without it.Official guidance

Where do televisions and computers go in Springdale?

Televisions and computers cannot go in the bulky waste pile or the curbside cart, and the city says electronics can be recycled for a fee at the Springdale Recycling Drop-off Location on South Lowell Road or at Boston Mountain Solid Waste District in Prairie Grove.
