The local disposal guide

Will the city
take it?

Lincoln collects its own garbage, so the city is both the hauler and the billing office. A can carries a published monthly charge and a second can adds another, both arranged through Utility Billing, and the city answers collection questions on (916) 434-2450. Three routes carry everything the can will not. Green waste has its own bi weekly run, split into blue and yellow zones served on alternating weeks, with a published list of what the bin takes. Electronics are the easiest of all: items with a circuit board and a plug are collected free at the curb every Wednesday once Public Works is called, and the city also takes them at the Materials Recovery Facility, where household chemicals are free from Placer County residents every day. Everything else, from a sofa to a truck tire, goes to that same facility at 3195 Athens Avenue in Lincoln, which publishes a rate for each stream and charges most households by the cubic yard at the scale.

Televisions, computers and electronics

Accepted with preparation

Electronics are treated as household hazardous waste under state law, so they never go in the garbage bin in Lincoln. The city collects them free at the curb every Wednesday for items that carry both a circuit board and a plug, and the facility takes e-waste free every day.

City cost & eligibility
No charge. Free on both routes: the city's Wednesday electronic and universal waste pickup has no charge, and the Materials Recovery Facility states that e-waste is free for residents to drop off every day. Automotive fluids and used cooking oil are collected on the same city arrangement.
When & how
Call Public Works on (916) 434-2450 to book the Wednesday curbside collection, or take the items to the Materials Recovery Facility at 3195 Athens Avenue, open for disposal Monday to Friday 7 a.m. to 5 p.m. and Saturday and Sunday 8 a.m. to 5 p.m.
Get it ready
Check that the item has both a circuit board and a plug before booking the curbside pickup, because that is the test the city publishes for the Wednesday round. Wipe personal data before anything leaves the house, keep electronics out of the garbage can, and keep batteries and mercury containing items separate, since those are household hazardous waste too.

Cardboard and paper recycling

Accepted with preparation

Cardboard does not ride the garbage can in Lincoln. It is taken free at the Materials Recovery Facility, which accepts clean separated cardboard and mixed paper at no cost, and the city also runs two neighborhood cardboard locations.

City cost & eligibility
No charge. Clean separated cardboard and mixed paper are free to drop at the Materials Recovery Facility. Glass, plastic and aluminum CRV beverage containers are refunded there, with a 100 pound daily limit on redemption.
When & how
Take flattened cardboard to the Materials Recovery Facility at 3195 Athens Avenue, open daily, or to either of the city's two cardboard locations at Joiner Park and behind the Twelve Bridges library.
Get it ready
Break boxes down and keep the load clean and dry, because the free rate applies to separated recyclable material rather than cardboard mixed into refuse. Keep cardboard out of the green waste bin, which refuses it, and out of the garbage can if the household wants the free route.

Scrap metal

Special rules apply

Scrap metal has no dedicated city drop, but the authority does take clean and sorted material. The Western Placer Waste Management Authority states that it accepts clean and sorted materials such as steel, cardboard, newspaper and mixed paper at the Materials Recovery Facility for free, with no cash refund, so separated steel can be dropped with the other recyclables. Metal that is not clean and sorted, or that arrives mixed into a refuse load, is outside that route and has to be confirmed first.

City cost & eligibility
The authority publishes the free clean and sorted route but no scrap metal price of its own, so call the city on (916) 434-2450 or the Materials Recovery Facility before hauling loose or mixed metal and ask how it is handled.
When & how
Sort the metal before the trip so the clean material can go in with the separated recyclables, and confirm first if the load is loose or mixed.
Get it ready
Separate clean metal from any wood, plastic, refrigerant or hazardous component before the trip, so the clean and sorted material can go in with the other recyclables, because mixed material is charged as refuse and hazardous components are barred from a refuse load. Keep metal out of the garbage can and out of the green waste bin.

Call the city before a special pickup

Two services need a call first. Electronic and universal waste is collected free at the curb on Wednesdays once Public Works is called on (916) 434-2450, for items that carry both a circuit board and a plug, and automotive fluids and used cooking oil ride the same arrangement. A household that would rather not haul its own refuse can apply to the city for a temporary 3-yard bin while holding an active utility account.

City of Lincoln garbage, recycling and yard waste page with the current solid waste charge of $38.58 a month for one can and $17.12 a month for a second can arranged through Utility Billing on (916) 434-2430, the direction to take medical waste and electronic waste to the Materials Recovery Facility at 3195 Athens Blvd, the free pickup of electronic and universal waste scheduled through Public Works on (916) 434-2450 and performed every Wednesday for items that contain both a circuit board and a plug, the collection of automotive fluids and used cooking oil by the same arrangement, the two cardboard recycling locations at Joiner Park and behind the Twelve Bridges library, the rule that weekday holidays are serviced as normal, the $42.00 a can fee for a return pickup after a missed set out, and the temporary 3-yard bin available to residents with an active utility account

Green waste follows your zone week

The green waste bin runs on a bi weekly schedule, on the household pickup day, and the city splits collection into blue and yellow zones that are served on alternating weeks. Find the household's zone on the city map before setting the bin out. Grass clippings, leaves, prunings under two feet long and under two inches in diameter and unflocked Christmas trees cut to those dimensions are what the bin takes.

Separate the load before you reach the scale

The facility charges most households by the cubic yard at the public scale houses and charges larger loads, dumping trailers and dump trucks by the ton. Clean separated recyclables such as cardboard and mixed paper are free, and household hazardous waste and e-waste are free for residents, while the same material mixed into refuse is charged as general refuse. Separate first and a trip can cost a fraction of a mixed load.

Book the free Wednesday curbside electronics pickup

A Lincoln household with a television, monitor, computer or other electronic item that has both a circuit board and a plug.

Cost & conditions
No charge. Free. The city collects electronic and universal waste at the curb every Wednesday for items containing both a circuit board and a plug, and automotive fluids and used cooking oil can be collected the same way.
Arrange it
Call Public Works on (916) 434-2450 to schedule the pickup, then put the items out as directed for the Wednesday round.

The published test is a circuit board and a plug together, so an item that does not meet it has to go to the Materials Recovery Facility instead, where e-waste is free for residents every day.

Apply for a temporary 3-yard bin

A Lincoln household with an active utility account and a cleanup load too big for the cans.

Cost & conditions

Arrange it
Apply through the city's Request for Utility Services page while holding an active utility account, and review the bin information the city publishes there.

The bin is a temporary arrangement for account holders rather than a standing service, and household hazardous waste and electronics still have to go through their own free routes instead of the bin.
