The city publishes placement rules and a fine for getting them wrong
Mount Vernon's Department of Public Works flyer states that its rules follow chapter 140, article 1 of the city code on garbage and rubbish collection, and that failure to comply may result in fines of up to 1,000 dollars. Containers must be made of suitable plastic or metal, have adequate handles and a watertight plastic or metal cover, hold no more than 35 gallons or two yards, and not create a nuisance.
