How the carts go out

Households receive a 95 gallon grey garbage cart and a 65 gallon green recycling cart, with 65 or 95 gallon sizes available on request. Carts go to the base of the curb with the wheels against the curb, the handle facing away from the street and the lid opening toward the street, at least three feet from utility poles, mailboxes, trees, hydrants and parked cars so the automated arm has room. Garbage is bagged inside the cart, recyclables go in loose, and the cart must not block a sidewalk.

What bulky waste excludes

The city's definition is explicit: bulky waste does not include construction refuse, demolition refuse, hazardous waste or electronic waste. Chemicals are never collected with the residential service at all, because they can start fires or react inside the collection trucks, and the city warns that hazardous waste or electronics put out with bulky items will simply be left. Tires are refused at the city's own events and go to the Public Works Service Center instead.

A Sugar Land household with paint, motor oil, antifreeze, batteries, pool chemicals, pesticides, propane cylinders, mercury devices, toner cartridges or electronics.

No charge. Free to Sugar Land residents who show a valid identification and a utility bill, with published limits including five gallons of antifreeze, ten gallons of motor oils and fluids and ten cans of paint.

The events run twice a year, appliances of any size, tires, bio hazardous material, asbestos, pharmaceuticals, unidentified chemicals, large cylinders and metal scraps are refused, and chemicals have to arrive in identifiable containers.

Sugar Land has three self haul options that do not need an appointment. The Public Works Service Center at 101A Gillingham Lane takes passenger tires with the rims removed, up to four per delivery, and liquid cooking oil up to ten gallons a day, both free for residents between 8 a.m. and 5 p.m. on weekdays. Blue Ridge Landfill at 2200 FM 521 Road in Fresno takes household solid waste on one free visit a month of up to three cubic yards, Monday to Friday from 7 a.m. to 4 p.m. and Saturday from 7 to 11 a.m., with a driver's licence and a physical water bill required and a hard hat, safety vest and closed toed shoes enforced on site. Household chemicals and electronics are the exception: they are never collected with the residential service, so they go to the city's twice yearly Recycle Round Up at Mercer Stadium with identification and a utility bill, or to the Fort Bend County Recycling Center at 1200 Blume Road in Rosenberg, which lists its accepted material and charges applicable fees. Computers, monitors and their keyboards and mice also have free manufacturer collection under state law. Everything else, including furniture, appliances and bulky loads, waits for the monthly bulky day or is added as a paid extra collection through Republic Services, and construction and demolition refuse is excluded from that programme, so it needs a private container or receiving site.
