The local disposal guide
Costa Mesa does not run its own residential collection: the Costa Mesa Sanitary District administers it and CR&R is the hauler. For a couch, a mattress or an appliance the district runs a large item program with three complimentary pickups a year and ten items at each pickup, as long as nothing is larger than 8 by 4 feet or heavier than 150 pounds, and the accepted list names appliances, furniture including mattresses, scrap metal, glass and contained yard debris. Televisions and other electronic waste travel on the district's separate free door-to-door hazardous waste collection, which also takes paint, chemicals, batteries and sharps up to three times a year. Construction material, tires, soil and concrete are refused by both programs and go to a private hauler instead.

Televisions and other electronic waste are accepted through the district's free door-to-door household hazardous waste collection rather than the bulky program, which does not list them. The hazardous waste program explicitly names televisions, computer-related items, printers, copiers, cell phones, stereos, speakers, scanners, cables and other small appliances.
The district's large item program refuses building materials, concrete, asphalt, soil, sand and sandbags, and its hazardous waste program takes household products rather than project debris, so a renovation load has no district route. The district's own instruction to a household that cannot use the program is to call a contracted hauler.
Exercise equipment is not named on the district's accepted or refused lists, so the machine has to be confirmed before it goes to the curb. It is a large household item rather than a white good or a listed piece of furniture.
The handoff matters
A large item pickup is made by a separate truck from the weekly trash collection, and CR&R collects only the items the resident listed when the appointment was booked. The resident calls (949) 646-4617 from Monday to Friday between 8:00 a.m. and 5:00 p.m. or files an online request, names each item, and receives a date that may be a week or more out.
District large item collection page with the three a year schedule, the ten item limit, the size and weight caps and the accepted and refused listsNo item may exceed 8 by 4 feet or 150 pounds, which the district describes as the limit of what two people can lift, and asphalt, building materials, car bodies, chemicals and hazardous waste, concrete, sand or sandbags, soil and tires are all refused. Glass is accepted only when tape is applied in a star shape so it does not break, and yard debris has to be contained and limited to one cubic yard.
District large item collection page with the three a year schedule, the ten item limit, the size and weight caps and the accepted and refused listsThe household hazardous waste collection is door to door. After CR&R confirms the quantity and types and sets a date, the resident bags or containers the material as the hauler directs and places it in front of the house by 6:00 a.m. on the collection day, and does not need to be home. Each pickup is limited to 15 gallons or 125 pounds and a household gets up to three a year.

The Costa Mesa Sanitary District administers residential and multi-family collection for the city and CR&R is the hauler, which the city's own residential waste page confirms. The district handles both large item pickups and household hazardous waste, and CR&R customer service at (949) 646-4617 books them.Official guidance
Call CR&R at (949) 646-4617 from Monday to Friday between 8:00 a.m. and 5:00 p.m., or submit an online request, and list every item at that point, because only scheduled items are collected. It is a free door-to-door collection for CMSD solid waste customers, with up to three pickups a year and a maximum of 15 gallons or 125 pounds each. CR&R verifies what will be collected and sets a date, the resident packages the material as directed and puts it in front of the house by 6:00 a.m. on the collection day, and nobody has to be home.Official guidance
No. Both the large item program and the hazardous waste program are limited to CMSD solid waste customers, and a property whose weekly trash goes into a dumpster is not a customer for that purpose. The district tells those addresses to call the contracted hauler listed on the dumpster, and points non-customers to the four Orange County household hazardous waste collection facilities.Official guidance
