The local disposal guide

Will the city
take it?

Tustin contracts CR&R Incorporated for trash and recycling, and every single family household gets up to four bulky item collections a calendar year with up to four items in each at no additional cost. Mattresses, box springs, sofas, chairs, desks, patio furniture, appliances, tires and swing sets are all named common bulky items, while a refrigerator needs its own collection because of the Freon and electronic waste cannot go in a cart at all. Household hazardous waste moves through two free CR&R events a year or a county collection center, and construction material runs through the city's waste reduction program instead.

Household appliances

Accepted with preparation

Air conditioners, dishwashers, microwaves, refrigerators, stoves, washers, dryers and water heaters are named bulky items, while a refrigerator needs its own collection because of the Freon.

City cost & eligibility
No charge. Included in the four bulky item collections a year for a single family household at up to four items per pickup, with no additional cost. A refrigerator or another appliance holding Freon is a separate collection the hauler describes as charged, and a multifamily collection carries a fee.
When & how
Book the bulky collection with CR&R at (714) 372-8272, and book a refrigerator or another Freon unit on its own special collection because of the chemicals it holds.

Bulky items: four collections a year, four items each, and the common item listElectronic waste list and the charged Freon appliance collection

Televisions, computers and electronics

Accepted with preparation

Electronic waste is anything with a circuit board or a battery, it cannot go in a cart, and the hauler collects and recycles it.

City cost & eligibility
The hauler collects and recycles electronic waste and publishes no separate price, while a refrigerator or another Freon unit is described as a charged collection, so confirm with CR&R at (714) 372-8272 whether the pickup counts inside the four free bulky collections. The county alternative is free to Orange County residents, and televisions, computers and phones are accepted at the collection centers.
When & how
Call CR&R at (714) 372-8272 to arrange the collection, or take televisions, computers and phones to the Irvine county collection center Tuesday through Saturday from 9 a.m. to 3 p.m.
Get it ready
Keep electronic waste out of all three carts because that is illegal, erase personal data from a computer, phone or drive before it leaves your hands, and route loose batteries to a hazardous waste event or center instead of a cart.

Construction and demolition material

Not on the regular city route

Construction and demolition material is not a bulky item, and covered projects divert at least 65 per cent of it through the city's waste reduction program.

City cost & eligibility
No container or gate rate is published in the city documents that were retained. A covered project submits a Waste Reduction and Recycling Plan through Green Halo, with the security deposit collected together with a $242 application fee before the permit is issued and refunded once 65 per cent diversion is demonstrated. Confirm container pricing with CR&R at (714) 372-8272 or with the processing facility.
When & how
File the Waste Reduction and Recycling Plan through Green Halo before the permit is issued, order a temporary container from CR&R or self-haul to an authorized facility, upload weight tickets during the project and submit the final compliance report before the final inspection.
Get it ready
Keep construction and demolition material off the bulky route and out of the carts, separate material types so recyclables can be recovered if you self-haul, and remember the permit applicant is responsible for delivering material to an authorized facility.
Construction and demolition debris diversion requirements and the Green Halo process

Exercise equipment

Special rules apply

Exercise equipment is not named among the common bulky items, so the hauler confirms the machine before it is scheduled.

City cost & eligibility
No bulky item line or price covers an exercise machine, so describe it to CR&R at (714) 372-8272 before booking. The bulky program allows four items per pickup, so confirm that a crew can take the machine before it goes out.
When & how
Call CR&R with the machine type and size and book it only once the hauler confirms it.
Get it ready
Fold or tie down the deck and handles, remove any console or battery pack so it can be handled separately, and keep the machine out of the three carts.

Arrange the special collection for electronic waste or a Freon unit

A household with a television, computer, monitor, corded device or a refrigerator or other appliance holding Freon.

Cost & conditions
The city describes the Freon appliance collection as charged without publishing an amount, and electronic waste is collected by the same hauler with no separate price published, so confirm the terms and whether the pickup counts inside the four free bulky collections at (714) 372-8272.
Arrange it
Call CR&R at (714) 372-8272 to arrange the collection and confirm how the device or unit is prepared before it goes out.

Electronic waste is illegal in the carts and a Freon unit cannot ride a routine bulky pile, so both need their own arranged collection.

Use a county collection center

An Orange County household with paint, cleaners, oil, batteries, pesticides, pool chemicals, fluorescent bulbs, electronic waste or a computer.

Cost & conditions
No charge. Free for Orange County residents at the county's four household hazardous waste collection centers.
Arrange it
The nearest center to Tustin is at 6411 Oak Canyon in Irvine, open Tuesday through Saturday from 9 a.m. to 3 p.m., closed on major holidays and during rainy weather. The county also runs centers at 1071 N. Blue Gum Street in Anaheim, 17121 Nichols Lane, Gate 6, in Huntington Beach and 32250 Avenida La Pata in San Juan Capistrano.

Residential loads only, with proof of county residence possibly requested, and no waste from businesses, schools, non-profit organisations, government agencies or residents outside Orange County. A maximum of 15 gallons or 125 pounds per vehicle per trip, no containers larger than five gallons, and different wastes must not be combined.

Self-haul to Olinda Alpha or Prima Deshecha Landfill

A household with a vehicle load of construction debris, furniture, a mattress or another bulky item the curbside collection will not take.

Cost & conditions
From $15 for the public disposal fee for an auto, minivan or SUV load under 360 pounds at an Orange County landfill. Pickup trucks, utility vans and cargo vans under 880 pounds are charged $30.00, an added $15.00 applies to hard-to-handle items longer than six feet such as wood, furniture and mattresses, and vehicles carrying more than 880 pounds are charged $92.70 per ton or $107.70 per ton with hard-to-handle material.
Arrange it
Olinda Alpha Landfill is at 1942 N. Valencia Ave in Brea, where public disposal opens at 7 a.m., and Prima Deshecha Landfill is at 32250 Avenida La Pata in San Juan Capistrano. Both sites are closed on major holidays, and the county asks residents to check the individual site for the day's hours, so confirm the closing time on 714-993-0372 in Brea or 949-728-3040 in San Juan Capistrano.

Loads must be tarped or secured because that is the law, the landfills close on major holidays, and Frank R. Bowerman Landfill in Irvine allows no public disposal. Treated wood is refused at Olinda Alpha and accepted at Prima Deshecha.

See the landfill fees

City of Tustin with CR&R Incorporated

Order a temporary construction container from CR&R

A permitted project that needs a container for construction and demolition debris instead of a curbside pile.

Cost & conditions
CR&R orders temporary containers for project debris, but no container rate is published in the city documents that were retained, so confirm the size, the rate and the accepted material with CR&R at (714) 372-8272.
Arrange it
Order the container from CR&R customer service at (714) 372-8272, and file the project's Waste Reduction and Recycling Plan through Green Halo before the permit is issued.

The city encourages CR&R because it removes recyclables before landfilling and usually speeds up the security deposit refund, and the project applicant stays responsible for reporting diversion, which has to reach 65 per cent.

Taking it somewhere yourself?

Tustin keeps almost everything on the curbside route first. Three carts are collected every week, and a single family household gets four bulky item collections a calendar year with up to four items in each at no additional cost, covering mattresses, box springs, sofas, chairs, desks, patio furniture, tables, appliances, tires and swing sets. Anything outside that route has a destination: a refrigerator and other Freon units are collected by CR&R on a charged special collection, household hazardous waste and batteries are collected at two free CR&R events a year or at one of Orange County's four year-round centers, and construction and demolition material runs through the city's Waste Reduction and Recycling Plan with at least 65 per cent diversion, a temporary CR&R container, or a self-haul load at Olinda Alpha Landfill in Brea or Prima Deshecha Landfill in San Juan Capistrano, where public loads are charged by vehicle size or weight and must be covered.
