The local disposal guide

Will the city
take it?

Pomona franchises all residential collection to Athens Services, and bulky material leaves the curb by appointment through the City's Bulky Item Collection program rather than on a fixed clean-up week. A household may request up to four large items at a time, arranged as two metal and two non-metal items, plus up to ten bundles of wood, tree limbs or carpet rolls, and the City allows six requests a calendar year with one free request in each two-month billing cycle. A refrigerator, stove or dresser is one item, a table and chairs counts as one, a washer and dryer counts as one, and paint, thinners, tires, needles, motor oil, pesticides and herbicides are refused. Televisions, monitors and other electronics cannot go to the landfill at all and go free of charge to Los Angeles County collection events, mattresses have their own free recycling drop-off on East Ninth Street, and construction debris moves in a rented container or a self-hauled load to the county facility that publishes a construction rate.

A sofa and love seat booked together count as one item on the City's bulky item pickup, and a table and chairs counts as one item as well, so a furniture set leaves as part of the four item allowance. The pickup runs as an appointment on the regular collection day, with one truck taking the metal and another taking the non-metal items.

When & how
Call Athens Services at (888) 314-0061 to book. Items go out the night before or no later than 5:00 a.m. on the scheduled date, must be curbside by 6:00 a.m. and should stay out until 4:00 p.m. so both trucks can pass.
Get it ready
Keep the set together so it counts as one item, keep the items clear of parked cars and other obstructions, and keep hazardous waste, tires, paint and motor oil off the pile entirely, because the City refuses those on this service.

Mattresses and box springs

Accepted with preparation

The local mattress route is a free recycling drop-off at the collection site on East Ninth Street in Pomona, which takes residential mattresses and box springs with a ten unit ceiling, and Los Angeles County also runs free mattress collection events and requires retailers to take an old mattress back on delivery of a new one.

City cost & eligibility

When & how
The Pomona collection site is open 6:00 a.m. to 5:00 p.m. Monday through Friday and 6:00 a.m. to 1:00 p.m. Saturday. County collection events are advertised individually, and most events run on a Saturday.
Get it ready
Keep the mattress and box spring dry, take both pieces together when the household has a set, and remember that commercial hauler loads are not accepted at the county collection events, so a business has to use the commercial volume program instead.

Appliances and white goods

Accepted with preparation

A refrigerator, stove or dresser is the City's own example of a single bulky item, and a washer and dryer booked together counts as one item, so an appliance leaves on the appointment pickup. The county household hazardous waste program refuses white goods such as stoves and refrigerators, so the bulky item pickup is the route that carries them.

City cost & eligibility
No charge. Included with the residential collection service inside the four item allowance and the one request allowed in each two-month billing cycle, up to six requests a calendar year. An extra pickup in the same cycle is billed at the special pick-up rate.
When & how
Book with Athens Services at (888) 314-0061 and have the appliance curbside by 6:00 a.m. on the scheduled collection day, out the night before if that is easier, and leave it out until 4:00 p.m.
Get it ready
Empty and defrost the unit, secure or remove the doors on a refrigerator or freezer, and keep the appliance out of the carts and out of the household hazardous waste load, because the county program will not take white goods.

Televisions, monitors and electronic waste

Accepted with preparation

Pomona states that cathode ray tube products, monitors, televisions, stereo equipment, computers and cell phones cannot be disposed of at the landfill, and it routes households to Los Angeles County. The county takes household hazardous waste and electronic waste free at one-day collection events and at its permanent centers, inside a trip limit of 15 gallons or 125 pounds.

City cost & eligibility
No charge. Free to Los Angeles County residents at county collection events and permanent centers, with no appointment required, inside a limit of 15 gallons or 125 pounds per trip. Business electronic waste is not accepted at these events.
When & how
Most county collection events run on a Saturday from 9 a.m. to 3 p.m. The permanent centers keep their own windows, such as the first and third Saturday of the month at the Antelope Valley center and selected Saturdays at the Signal Hill center.
Get it ready
Pack electronics in a cardboard box, keep appliances and trash out of the load because they are refused, wipe personal data before handover, and stay in the vehicle at the event so staff can unload the trunk.

Construction and demolition debris

Not on the regular city route

Construction and demolition material cannot go in any Athens cart or bin, and the City's bulky item service is for household items rather than remodeling loads. A project uses a rented roll-off container, or the material is driven to the county facility that accepts construction debris and publishes a tipping rate.

City cost & eligibility
No city rate covers construction debris, because the carts and the bulky item service both refuse it. A roll-off container is quoted by Athens Services, and a self-hauled load is weighed and charged by the ton at the county facility, so confirm the container price or the gate rate before the material leaves the site.
When & how
A roll-off container is delivered and collected on a date arranged with the hauler. The county facility is open Monday through Saturday from 4:00 a.m. to 5:00 p.m., closed Sunday and on major holidays.
Get it ready
Separate clean concrete, asphalt, brick, wood and soil where the household can, because the county publishes lower rates for clean separated loads and charges the hard to handle rate on contaminated green waste. Whole tires, liquids, paint, oil, treated wood, asbestos and e-waste are rejected at the gate.

Exercise equipment

Special rules apply

Exercise equipment is not named in Pomona's bulky item list or in its single item examples, so acceptance has to be confirmed before a machine goes to the curb. A metal-heavy machine such as a treadmill may qualify as one of the two metal items inside a four item request, but the City does not publish that in writing.

City cost & eligibility
The City publishes no bulky item rate for exercise equipment and does not name the item, so ask Athens Services when the pickup is booked whether the machine counts as one of the two metal items in the four item allowance or needs a different arrangement.
When & how
Call (888) 314-0061 Monday through Friday from 8:00 a.m. to 5:00 p.m. or Saturday from 8:00 a.m. to 12:00 p.m. to confirm the item and book, then have the machine curbside by 6:00 a.m. on the scheduled day if it is accepted.
Get it ready
Have the weight and the main material ready when calling, take off the console and any battery pack so the electronics are handled separately, and keep the frame clear of parked cars so the crew can reach it.

Bulky items and household clutter

Accepted with preparation

A household may set out up to four large items at one appointment, arranged as two metal and two non-metal items, plus up to ten bundles of wood, tree limbs or carpet rolls. Six requests a calendar year are allowed with one free request in each two-month billing cycle, and the City refuses hazardous waste, tires, needles, motor oil, pesticides and herbicides.

City cost & eligibility
No charge. Included with the residential collection service for six requests a calendar year, limited to one request in each two-month billing cycle and to four large items or ten bundles at a time. Each additional pickup inside the same billing cycle is charged at the special pick-up rate and billed with solid waste charges.
When & how
Book through Athens Services at (888) 314-0061. Items go out the night before or by 5:00 a.m. on the scheduled date, must be curbside by 6:00 a.m. and stay out until 4:00 p.m., and a metal truck and a non-metal truck collect on the same day.
Get it ready
Keep the four items within the two metal and two non-metal split, bundle limbs and carpet rolls rather than leaving them loose, and keep the pile clear of parked cars so both trucks can reach it. Anything the crew refuses stays the household's problem to remove.

The handoff matters

Right item.
Right place.

Book the appointment and have the items curbside by 6 a.m.

Bulky items are collected by appointment on the regular collection day, so the request goes to Athens Services in advance. Items go out the night before or no later than 5:00 a.m. on the scheduled date, must be curbside by 6:00 a.m. and should stay out until 4:00 p.m., because one truck collects the metal items and a second truck collects the non-metal items later the same day.

Four items, split two metal and two non-metal

A single appointment carries a maximum of four large items, and the split has to be two metal items and two non-metal items, with up to ten bundles of wood, tree limbs or carpet rolls allowed alongside them. A table and chairs counts as one item, a washer and dryer counts as one item, and a sofa and love seat counts as one item, which is how a household fits a set inside the four item ceiling.

City bulky item collection page with the appointment process, the four item and ten bundle limits, the single item examples, the six requests a calendar year, the extra pickup charge and the curbside clock

What never rides a Pomona pickup or a cart

The City does not accept hazardous waste materials on the bulky item service, including paint, paint thinners, tires, hypodermic needles, motor oil, pesticides and herbicides. The hauler also bars automotive parts, batteries, cleaning products, construction and demolition waste, fluorescent bulbs and tubes, electronic waste, medical waste, paints and solvents, pesticides, pharmaceuticals, pool chemicals, radiological waste, sharps, thermometers, thermostats and used motor oil from every container.

Chemicals and electronics go to the county, not the landfill

Electronics are banned from the landfill, and household chemicals are taken free at county collection events and permanent centers. Bring items in a sturdy box with lids sealed, keep products in their original containers and never mix them, and note that transporting more than 15 gallons or 125 pounds of hazardous waste in a personal vehicle is illegal. Households stay in the vehicle at the event while staff unload the trunk, and containers are left behind.

Check the facility rules before a self-haul trip

The county facility weighs every load at the scales and takes payment in cash, by credit or debit card or on a pre-arranged account, with no checks. Every customer outside a vehicle has to wear a safety vest, which can be bought at the scale house, loads are inspected, and the maximum unloading time is 30 minutes. Whole tires, liquids, hazardous material, oil, treated wood, asbestos, pharmaceuticals and e-waste are rejected.

Taking it somewhere yourself?

Pomona routes its normal household traffic through the Athens curb collection, so the routes that matter for a self-hauler are the county ones. The Puente Hills Materials Recovery Facility at 13130 Crossroads Parkway South in the City of Industry accepts self-haul and hand loads Monday through Saturday from 4:00 a.m. to 5:00 p.m., closed Sunday and on major holidays, weighs every load, takes payment in cash or by card and never by cheque, requires a safety vest outside the vehicle, and inspects the load with a 30 minute unloading limit. It takes residential, commercial, industrial, construction and demolition waste plus green waste and recyclables, charges municipal solid and inert waste by the ton with a higher rate for hard to handle and bulky items, and rejects whole tires, liquids, paint and chemicals, oil, treated wood, asbestos, pharmaceuticals and e-waste. Mattresses do not need the gate because the collection site at 1371 E. Ninth Street in Pomona takes them free with a ten unit ceiling. Chemicals, paint, batteries, sharps and electronics go free to the Los Angeles County collection events and permanent centers inside a 15 gallon or 125 pound trip limit, and a household that would rather not drive can still book the four item bulky pickup, the extra pickup inside a billing cycle, or a roll-off container for a remodeling load.
