The local disposal guide
Forest Grove buys its garbage service from a single franchised hauler. Waste Management collects the weekly cart, the city council approves the rates, and the rate sheet prices the carts, extra bags and bundles rather than a per item bulky pickup, so a couch or an appliance is not part of the weekly service. The standing routes for bulky material are the city's own cleanup, which runs twice a year with six extra bags on your regular collection day and three free single items at the B Street drop off, and the Metro transfer stations, which take furniture by weight and most metal appliances and mattresses free but charge for coolant appliances. Electronics are a state program rather than a local one: Oregon E-Cycles takes televisions, monitors, computers and printers free at participating sites, and mattresses have their own free drop-off network through Bye Bye Mattress. Paint and chemicals go to Metro's household hazardous waste sites or a PaintCare drop-off.

Metal appliances are free at the county level and allowed at the city cleanup. Metro takes metal dishwashers, microwaves, water heaters, stoves, ovens and clothes washers and dryers at no charge from residential customers, while the city cleanup drop off takes appliances as single items once the refrigerant has been removed.
A cooling unit is a chargeable appliance at Metro rather than a free one. Metro Central and Metro South take air conditioners, freezers, refrigerators and dehumidifiers for a per unit charge with a limit of five per person per day, and the city cleanup drop off takes the same kind of unit only after the refrigerant has been removed.
Electronics run through a state program rather than the hauler. Oregon E-Cycles lets anyone bring seven or fewer computers, monitors, televisions and printers at a time to a participating collection site for free recycling, with peripherals such as keyboards and mice also free, and the city says e-waste is accepted for recycling at all times.
Construction material is written out of both local routes. The city cleanup drop off refuses all construction, remodeling and demolition material and charges a mixed load on a fee schedule, and a Metro transfer station takes it as non-hazardous solid waste by weight, with separated clean wood getting a lower rate than mixed debris.
Nothing in the city cleanup list, the hauler rate sheet, the Metro rates or the state programs names exercise equipment, so a treadmill or home gym is a question for the hauler or the transfer station rather than a published route.

The handoff matters
The city rate sheet prices carts, bags and bundles rather than bulky items, so the weekly collection takes what fits in the subscribed container and nothing larger. Extra household garbage at the curb is priced per can or bag, and the twice yearly cleanup is the one time extra bags come off without a per bag charge.
