Lynnwood requires every property owner to have garbage service, but the city is not a provider: curbside garbage, recycling and yard waste come from Waste Management NW east of Highway 99 and Republic Services west of it, under certificates issued by the state, with the tariffs published by the state Utilities and Transportation Commission. What the city does run is waste reduction: free electronics recycling through the E-Cycle Washington network for computers, monitors, televisions, tablets and e-readers with a ten item limit, plus its own e-waste and styrofoam collection events and paper shredding days for Lynnwood residents. The heavy loads go to Snohomish County. The Southwest Recycling and Transfer Station in Mountlake Terrace, the station closest to Lynnwood, takes household garbage, self hauled construction material and up to five passenger or pickup tires a day at the garbage rate, and it refuses electronics and every cooling appliance.
