The local disposal guide

Will the city
take it?

New Rochelle collects bulk trash from private residences, and the route depends on what the item is made of rather than on its size alone. Ordinary bulk goes to the curb on the scheduled pickup day with the garbage, and a mattress has to be sealed in a plastic bag and taped first. Anything mostly metal takes a different door: appliances and heavy metal items are collected on Thursdays by appointment, metal furniture, grills, tools, metal bed frames and exercise equipment go out on that same appointment, and televisions and computer monitors are collected only by appointment on the second and third Saturdays of the month. A refrigerator, freezer, dehumidifier or air conditioner needs a Freon removal sticker before anyone will lift it. Construction and demolition material is not collected at all and has to be disposed of privately, and chemicals, batteries, tires and automotive fluids go to Westchester County or a service center rather than the curb.

Couches, sofas and household furniture

Accepted with preparation

Household bulk goes out with the regular collection rather than by appointment, so a couch or another piece of furniture belongs at the curb on the scheduled pickup day. The exception runs the other way for metal: metal furniture is named on the metal pickup list, which is a Thursday appointment. Construction material and commercial garbage never go into the pile.

City cost & eligibility
No charge. New Rochelle residences on the city collection route. The city collects bulk trash from private residences as part of the service and publishes no per item charge for a household bulk pile. A refrigerator, freezer, dehumidifier or air conditioner is the one household item that carries a city permit cost.
When & how
Put the piece at the curb no later than 7 am on the scheduled pickup day, or by 6 am between Memorial Day and Labor Day. A metal piece instead goes out on the Thursday appointment, which has to be booked before noon on the Tuesday before the pickup.
Get it ready
Keep the pile to household material, because commercial garbage, construction material, compressed gas tanks, motor oil, medical waste, rocks and dirt are refused. Bags and pails stay under 75 pounds, upholstered pieces stay out of the rain, and anything held together with metal can be routed to the metal appointment instead of waiting in the bulk pile.

A mattress goes out on the normal collection day, but with a wrapping rule that the city spells out: seal it in a plastic mattress bag and secure the bag with duct tape before it goes to the curb. No appointment is needed for a mattress, and no city fee is published for it.

City cost & eligibility
No charge. New Rochelle residences on the city collection route. The city guide places mattresses on the normal collection day without a permit or an appointment and publishes no per item charge for them.
When & how
Put the bagged mattress at the curb on the normal collection day, by 7 am, or by 6 am between Memorial Day and Labor Day. There is no appointment to book and no Saturday window, which is the difference between a mattress and an appliance or a television.
Get it ready
Seal the mattress in a plastic mattress bag and tape it closed with duct tape, which is the city's handle-with-care instruction. Keep it out of the recycling stream and away from the yard waste pile, and keep a bag or pail under 75 pounds so the crew can lift it.

Washers, dryers, stoves and other appliances

Accepted with preparation

Appliances ride a different truck than household bulk. Washing machines, dryers, dishwashers, stoves, hot water heaters and all metal items are collected on Thursdays by appointment only, the appointment has to be booked before noon on the Tuesday before the pickup, and there is no appliance pickup at all during holiday weeks.

City cost & eligibility
No charge. New Rochelle residences with a scheduled appointment through the Bureau of Sanitation on (914) 235-4654 or (914) 235-5830. The city publishes no per item charge for an appliance or heavy metal pickup, and it recycles scrap metal. A cooling unit is the exception and needs the city Freon permit first.
When & how
Call before noon on the Tuesday before the Thursday collection to book the pickup, and put the appliance at the curb by 7 am, or by 6 am in the summer months. Skip any holiday week, because the city does not run appliance collections then.
Get it ready
Empty the appliance and keep it clear of the regular garbage pile so the metal truck can take it. Tie or tape appliance doors so nothing can be trapped inside, and if the unit ever held refrigerant, deal with the Freon permit before the appointment is booked.

Refrigerators, freezers, air conditioners and dehumidifiers

Accepted with preparation

A unit that holds refrigerant needs a permit before it can be collected. Refrigerators, freezers, dehumidifiers and air conditioners follow the Thursday appliance appointment, but the household first buys a Freon removal permit sticker from the City Clerk's Office and then calls the metal line to schedule. A licensed contractor that removes the refrigerant and places its own sticker on the unit is the published alternative.

City cost & eligibility
$25 for for the Freon removal permit sticker sold at the City Clerk's Office, which has to be on the refrigerator, freezer, dehumidifier or air conditioner before the city collects it. New Rochelle residences. The city lists a licensed contractor that removes the refrigerant and places its own company sticker on the appliance as an alternative to the city permit, and the Thursday appointment is booked on (914) 235-3593 after the sticker is obtained.
When & how
Buy the sticker, call (914) 235-3593 to book the Thursday pickup, and have the unit at the curb by 7 am, or by 6 am in the summer months. No appliance or metal collection runs during a holiday week.
Get it ready
Put the sticker on the appliance itself, empty the unit completely, and keep the doors tied or taped so a child or animal cannot get inside. Nothing here changes the rule that a cooling unit is not part of the ordinary bulk pile.

Televisions, computers, monitors and printers

Accepted with preparation

Televisions, computers and printers are never set out with the regular household trash. The city collects television sets and computer monitors by appointment only, on the second Saturday of the month for the north end and the third Saturday for the south, east and west ends, with the appointment booked before the Thursday of the collection week.

City cost & eligibility
No charge. New Rochelle residences with a Saturday appointment booked through the Department of Public Works on (914) 235-5830. The city publishes no per device charge for the household television, computer and printer collection, though batteries and chemicals are refused and routed to Westchester County instead.
When & how
Call (914) 235-5830 between 7 am and 3 pm before the Thursday of your collection week to book the Saturday slot, then set the device at the curb by 7 am, or by 6 am in the summer months. The north end is collected on the second Saturday and the south, east and west ends on the third.
Get it ready
Wipe personal data off a computer, monitor or drive before it leaves the house. Keep the device out of the regular trash and the recycling carts, where car parts, wire, tubing, motors and sheet metal are refused outright, and take batteries, fluorescent bulbs and chemicals to the county facility rather than adding them to the pile.

Remodeling, construction and demolition debris

Not on the regular city route

New Rochelle does not collect construction or demolition material at all. Construction materials are on the prohibited list for both garbage and recycling, and the city says this material of any kind has to be disposed of privately. The city publishes a courtesy list of private facilities that take debris, concrete, dirt and scrap metal, with a phone number for each.

City cost & eligibility
No city service collects construction or demolition material and the city publishes no disposal rate. The courtesy list names private facilities with phone numbers for construction and demolition debris, concrete and asphalt, dirt, rock, concrete and scrap metal, so call the facility directly to confirm what it takes and what it charges.
When & how
There is no city collection day for this material. The private facilities keep their own weekday hours, so arrange the drop-off directly with the one that accepts the material in your load.
Get it ready
Keep construction material out of the garbage pile, the bulk pile and the recycling carts, because the prohibited list names construction materials, sheet metal, tubing, motors and automobile parts. A contractor working at the address is responsible for its own debris, and the city's list is a courtesy rather than an endorsement.

Treadmills, ellipticals and home gym equipment

Accepted with preparation

Exercise machines and equipment are named on the city metal pickup list, so a treadmill or home gym is collected on the Thursday metal appointment rather than left with the household bulk. The appointment is the same one residents use for grills, tools, pots and pans and metal bed frames.

City cost & eligibility
No charge. New Rochelle residences with a metal pickup appointment booked through the Bureau of Sanitation on (914) 235-3593 or (914) 235-5830 before noon on the Tuesday before the Thursday collection. The city publishes no per item charge for the metal pickup and recycles the scrap.
When & how
Call by noon on Tuesday for the Thursday collection, and set the machine at the curb by 7 am, or by 6 am in the summer months. The Thursday metal route runs every week except holiday weeks.

Household bulk and extra garbage

Accepted with preparation

Household bulk goes out with the regular collection on the scheduled pickup day, with no appointment, as long as it is residential material. The pile cannot contain commercial garbage, construction material, compressed gas tanks, motor oil, medical waste, rocks or dirt, and tires, rims and car batteries are refused at the curb.

City cost & eligibility
No charge. New Rochelle residences on the city collection route. Bulk trash is collected from private residences as part of the service, the city publishes no per item charge for a household pile, and the only household permit cost on the bulky list is the refrigerator and air conditioner Freon sticker.
When & how
Everything goes to the curb no later than 7 am on the scheduled pickup day, and between Memorial Day and Labor Day the deadline is 6 am. Appliances, metal items and televisions are the exceptions, because each of those needs its own appointment.
Get it ready

Keep the pile free of commercial garbage, construction material, compressed gas tanks, motor oil, medical waste, rocks, dirt, tires, rims and car batteries, and remember that paint has to be hardened with absorbent before the can goes out beside the garbage.

Curb by 7 am, or 6 am in the summer

Garbage and bulk items go to the curb no later than 7 am on the scheduled pickup day. Between Memorial Day and Labor Day the deadline moves to 6 am for every material, which is the same hour an appliance, metal item or television has to be out on its own appointment day.

32 gallon containers and 75 pound bags

Residents use covered containers of 32 gallons or less or sturdy plastic garbage bags, and nothing at the curb is heavier than 75 pounds. The same limit covers bagged garbage and bulky material that has to be lifted, so a pile of heavy bags should be split before the crew arrives.

Appliances, metal, televisions and printers need appointments

Appliances and heavy metal items are collected on Thursdays by appointment, booked before noon on the Tuesday before the pickup, and televisions and computer monitors by appointment on the second Saturday for the north end and the third Saturday for the south, east and west ends. There is no appliance pickup during a holiday week, and only city personnel may go behind a sanitation vehicle.

Bag the mattress and harden the paint

A mattress is handled with care: seal it in a plastic mattress bag and secure the bag with duct tape before it goes to the curb. Paint has to be hardened, with absorbent mixed in and the can left open beside the garbage rather than inside a bag or can, and the lid goes into the regular trash. Syringes and other sharps go into a leak-proof, shatterproof container rather than the garbage.

Chemicals, batteries and tires never go in the pile

Hazardous materials of all kinds, including every fluorescent bulb, containers that held hazardous material, safes, aluminum siding, car parts, tires, rims, car batteries and automotive fluids are refused in the garbage and the recycling. Household chemicals go to the Westchester County facility in Valhalla by appointment, alkaline and carbon zinc batteries go in the regular trash, and other batteries go to the county, which the city hotline 914-813-5425 can explain.

Set household bulk out with the regular collection

A household with a couch, a bagged mattress, extra bagged garbage or another piece of residential bulk that is not mostly metal or electronic.

Cost & conditions
No charge. New Rochelle residences on the city collection route. The city collects bulk trash from private residences as part of the service, publishes no per item charge for a household pile, and mattresses and ordinary furniture need no appointment.
Arrange it
Put the pile at the curb by 7 am on the scheduled collection day, or by 6 am between Memorial Day and Labor Day, and keep the containers within the 32 gallon and 75 pound limits.

Commercial garbage, construction material, compressed gas tanks, motor oil, medical waste, rocks, dirt, tires, rims and car batteries are refused. Appliances and metal items need the Thursday appointment and televisions need a Saturday appointment, so a mixed pile should be split before the collection day.

City of New Rochelle Department of Public Works, Bureau of Sanitation

Book the Thursday appliance and metal pickup

A household with a washer, dryer, dishwasher, stove, hot water heater, exercise machine, grill, tool, metal bed frame or another metal item to dispose of.

Cost & conditions
No charge. New Rochelle residences with an appointment booked through the Bureau of Sanitation before noon on the Tuesday before the Thursday collection. The city publishes no per item charge for the metal pickup and recycles the scrap.
Arrange it
Call (914) 235-4654 or (914) 235-5830 before noon on Tuesday to schedule, then set the item at the curb by 7 am, or 6 am in the summer months, on the Thursday. A metal item is collected by appointment rather than riding with the regular bulk pile.

No appliance pickup runs during holiday weeks. A refrigerator, freezer, dehumidifier or air conditioner needs the Freon removal permit sticker from the City Clerk's Office before the appointment is scheduled, unless a licensed contractor removes the refrigerant and applies its own sticker.

Book the Saturday television and monitor pickup

A household with a television, a computer monitor or a printer that cannot go out with the regular household trash.

Cost & conditions
No charge. New Rochelle residences with a Saturday appointment booked through the Department of Public Works on (914) 235-5830. The city publishes no per device charge for the household television, computer and printer collection.
Arrange it
Call (914) 235-5830 between 7 am and 3 pm before the Thursday of the collection week. The north end is collected on the second Saturday of the month and the south, east and west ends on the third Saturday, with the device at the curb by 7 am or 6 am in summer.

Only the appointment Saturday works for these items, so a television left out with the regular trash is not collected. Batteries, fluorescent bulbs and chemicals are not part of this route and go to the Westchester County facility instead.

Take household chemicals and batteries to the county facility

A household with paint, pesticides, pool or photo chemicals, kerosene, flammable liquids, wood preservatives, propane or helium tanks, mercury thermometers, pharmaceuticals, auto or rechargeable batteries, or fire extinguishers.

Cost & conditions
The city publishes the county address, the appointment rule and the accepted material list but no price, so confirm the appointment and any charge through the Westchester County recycling hotline on 914-813-5425 before driving to Valhalla.
Arrange it
Book an appointment about two weeks ahead on 914-813-5425 or through the county site, then bring the material to the Grasslands Campus at 15 Woods Road in Valhalla, open by appointment only Tuesday through Saturday from 10 am to 3 pm excluding holidays.

The county facility takes the material by appointment only, and the city's own chemical cleanup days have been discontinued, so nothing waits for a local event. Alkaline and carbon zinc batteries can go in the regular household trash, and radiological or medical waste goes through the county health department instead.

Taking it somewhere yourself?

Self haul in New Rochelle is mostly an appointment question, because the city runs the curbside route and the county runs the problem materials. Household bulk, including a bagged and taped mattress, goes at the curb by 7 am on the scheduled collection day, or 6 am between Memorial Day and Labor Day, with no appointment. Appliances and metal items, including exercise machines, grills, tools and metal bed frames, are collected on Thursdays by appointment booked before noon on Tuesday through the Bureau of Sanitation, and a refrigerator, freezer, dehumidifier or air conditioner needs the Freon removal permit sticker from the City Clerk's Office first, or a licensed contractor's own sticker after refrigerant removal. Televisions, computers and printers are collected by appointment on the second Saturday for the north end and the third Saturday for the south, east and west ends. Household chemicals, batteries other than alkaline and carbon zinc, propane and helium tanks, mercury thermometers, pharmaceuticals and fire extinguishers go to the Westchester County Household Material Recovery Facility at the Grasslands Campus, 15 Woods Road in Valhalla, by appointment only Tuesday through Saturday from 10 am to 3 pm, booked about two weeks ahead through the county hotline. Construction and demolition material has no city route at all: the city requires private disposal and publishes a courtesy list of facilities in Elmsford, Mount Vernon, West Harrison, Port Chester, Yonkers and New Rochelle that take debris, concrete, asphalt, dirt, rock or scrap metal, so call ahead for what each one accepts and what it charges. County drop-off for household chemicals, batteries and other problem materials

Westchester County Household Material Recovery Facility, Grasslands Campus

15 Woods Road, Valhalla, NY

Properly labeled household chemicals including metal, jewelry and furniture polish, pesticides, insecticides and herbicides, photo and swimming pool chemicals, kerosene and other flammable liquids, wood preservatives and stains; propane and helium tanks; mercury thermometers and thermostats; expired or unused pharmaceuticals; auto, rechargeable and button cell batteries; and fire extinguishers.

By appointment only, with appointments about two weeks ahead, and the site is closed on holidays. Chemicals, batteries and bulbs never go in the garbage, the recycling or a curbside bulk pile, and alkaline and carbon zinc batteries do not belong at the facility because they can go in the regular household trash. Radiological and medical waste is handled by the county health department instead.

Tuesday through Saturday from 10 a.m. to 3 p.m., excluding holidays, by advance appointment. Phone 914-813-5425.

The city publishes the appointment process and the accepted materials but no charge for the county facility, so confirm the appointment and any fee through the Westchester County recycling hotline on 914-813-5425 before the trip.
