The local disposal guide

Will the city
take it?

Lebanon has no municipal refuse crew. The city's ordinance makes recycling mandatory, requires landlords to set up service, and puts all collection in the hands of a licensed waste hauler, while disposal runs through the Greater Lebanon Refuse Authority. The city's own recycling drop-off at 14th and Lehman Streets takes what the kerb does not, and recycling containers are free at the Highway Garage on 10th and Oak Streets. Everything bulkier travels to the county: the authority's electronics center at Russell Road takes covered devices free under a state landfill ban, its landfill takes construction and demolition debris under a licence and tipping fees, and household hazardous waste is collected at the door by a county contractor after a co-payment is paid.

Furniture and bulky household items

Special rules apply

Lebanon does not run a municipal bulky collection. The city ordinance puts all trash and recycling removal in the hands of a licensed waste hauler, so a couch or other large item is arranged with the hauler, or hauled to the county authority under its licence and tipping fee rules.

City cost & eligibility
Licensed haulers set their own bulky item rates and the city publishes none, so confirm the price with your hauler. A self haul to the Greater Lebanon Refuse Authority instead pays the landfill tipping fee of 41 dollars minimum up to 1,000 pounds or 82 dollars per ton, plus a biennial residential licence.
When & how
Call your licensed hauler to arrange the pickup, because the city does not collect bulky waste itself. A self haul has to reach the authority landfill before the incoming gate closes at 3:50 p.m. on weekdays or 11:45 a.m. on Saturdays, with the vehicle unloaded and off site by 4 p.m. or noon.
Get it ready
Cover open loads with a tarp, because the authority requires it, and keep construction and demolition debris, green waste and residual waste in the categories the authority actually accepts. Keep nothing hazardous in a bulky load, since household chemicals leave through the county's at your door programme instead.

Mattresses and box springs

Special rules apply

A mattress or box spring follows the same private route as other bulky household items in Lebanon: removal by a licensed hauler, or a self haul to the county authority under its licence and tipping fee rules.

City cost & eligibility
No municipal mattress rate exists because the city does not collect bulky waste, so confirm the charge with your licensed hauler. The county authority's alternative is the landfill tipping fee of 41 dollars minimum up to 1,000 pounds or 82 dollars per ton plus a residential licence.
When & how
Arrange the pickup with your hauler, or take the mattress to the authority landfill during its published gate hours with a current licence.
Get it ready
Keep the mattress dry and count it with the rest of the bulky load rather than with household recycling, which does not accept bedding. Household chemical products must be kept out of the same trip and routed to the county's door collection.

Appliances and white goods

Accepted with preparation

Major appliances have two published drop-off routes in Lebanon. CSR-Brandywine on North 14th Street takes all appliances and charges for freon removal, and the county authority takes them at the landfill with the same freon charge added to the tipping fee.

City cost & eligibility
$15 for for each freon appliance handled at CSR-Brandywine, and the same figure the Greater Lebanon Refuse Authority adds to its tipping fee for a refrigerator, freezer, air conditioner or dehumidifier. Residents delivering an appliance themselves. The recycler's metals and other appliance material carry no published charge beyond the freon fee, and the authority route also needs a current residential licence.
When & how
Take the appliance to CSR-Brandywine at 328 North 14th Street, open Monday through Friday 8 a.m. to 3 p.m. and Saturday 8 a.m. to noon, or to the authority landfill during its published gate hours with a licence.
Get it ready
Empty the appliance before it leaves the house, keep the doors secured or removed, and expect the freon to be handled by the receiving facility rather than removed in advance, because both the recycler and the authority apply their own freon charge at the gate.

Televisions and electronic waste

Accepted with preparation

Pennsylvania bans covered devices from landfill disposal, and the county authority runs a free electronics recycling center for county residents and small businesses. Computers and televisions are accepted without charge or licence, and each customer is limited to five of them a day.

City cost & eligibility
No charge. Lebanon County residents and small businesses dropping covered devices at the authority's electronics recycling center, which the authority states are free with no charges and no licence required, within the five computer or television per day limit.
When & how
Take the devices to the electronics recycling center on Russell Road across from the authority office complex. It closes promptly at 3:30 p.m. on weekdays and 11:30 a.m. on Saturdays, and no appointment is needed.
Get it ready
Bring help, because the authority does not assist with unloading and oversized items may need two or three people. Keep the load within five computers or televisions for the day, since truckloads and large quantities are turned away, and wipe personal data before the devices leave the house.

Construction and demolition debris

Accepted with preparation

Construction and demolition debris is one of the wastes the county authority landfill is permitted to take, and it is charged at the disposal tipping fee on top of the licence. Clean wood is accepted separately, but particleboard and plywood are excluded from it.

City cost & eligibility
From $41 for minimum charge up to 1,000 pounds at the authority's waste disposal tipping fee, with the per ton rate of 82 dollars applying to larger loads from January 1, 2026. Loads delivered to the Greater Lebanon Refuse Authority landfill by a customer holding a current authority licence, which costs 10 dollars for a residential cash customer on a two year term. Open loads must be tarped.
When & how
Deliver the load during landfill hours, with the incoming gate closing at 3:50 p.m. on weekdays and 11:45 a.m. on Saturdays and every vehicle unloaded and off site by 4 p.m. or noon.
Get it ready
Separate clean wood such as untreated pallets from general debris, because particleboard and plywood carry glue and preservatives and are excluded from the clean wood category, and keep green waste under six inches in diameter if you want the lower green waste treatment. Cover the load with a tarp.

Exercise equipment

Special rules apply

Neither the city nor the county authority publishes an exercise equipment category, so a treadmill or weight machine has to be confirmed with the hauler or with the city recycling coordinator before it leaves the house.

City cost & eligibility
No rate or category is published for exercise equipment, so ask your licensed hauler whether the machine is covered by its bulky service, or call the city recycling coordinator on 717-639-2800 to ask which route applies.
When & how
Confirm the route before setting the machine out, since Lebanon has neither a municipal bulky collection nor a published authority category for the item.
Get it ready
Break the machine down as far as it will come apart, tape the cables to the frame and keep the parts together so one person can handle each piece, and drain any water or oil reservoir first.

Other bulky items and household trash

Special rules apply

Lebanon requires every property to have trash and recycling service from a licensed hauler, and landlords have to provide it for their tenants. The city's own crews handle recycling containers and the drop-off center rather than rubbish, so bulky household material runs through the hauler.

City cost & eligibility
Haulers set their own residential and bulky rates and the city publishes no tariff, so confirm the price and the allowed volume with the hauler you contract. The authority's gate charge is a separate option and needs its own licence.
When & how
Set material out according to your hauler's schedule, keep the hauler's recycling collection at least every two weeks as the city requires, and use the city drop-off center at 14th and Lehman Streets for recyclables between collections.
Get it ready
Keep recyclables separate and clean, because mandatory materials must be separated under the ordinance and contaminated loads can be refused, and never use a recycling container for trash. Plate glass, light bulbs, plastic bags, foil and aerosol or paint cans are not recyclable and belong with the rubbish.
Mandatory recycling ordinance, containers, accepted materials and local drop-offDrop-off center directory with addresses, hours and accepted materials

Tires

Accepted with preparation

Tires are taken at the county authority landfill, which publishes a rate for each size class, and at the local tire and service businesses the city lists as battery, oil, antifreeze and tire recyclers.

City cost & eligibility
$4 for for a car tire between 12 and 17 inches at the Greater Lebanon Refuse Authority, where truck tires cost more by size and anything over 23 inches including off the road, heavy equipment, tractor and farm implement tires costs more again. Residents delivering tires to the authority landfill with a current licence, or using one of the local tire recyclers the city lists, where the city notes an average charge of about two dollars per tire.
When & how
Deliver tires during landfill hours with the gate closing at 3:50 p.m. on weekdays and 11:45 a.m. on Saturdays, or take them to one of the local service businesses that accepts tires.
Get it ready
Sort the tires by size before the trip, because the authority prices car, light truck, larger truck and oversized tires separately. Keep tires out of the recycling stream, and note that the city's community programmes accept only certain batteries at the battery recycler.

Household hazardous waste

Accepted with preparation

Household chemicals are collected at the doorstep by a county contractor rather than at a drop-off. A resident schedules a collection, pays the co-payment, receives a kit in the mail, and leaves the sealed kit out on the collection morning.

City cost & eligibility
$15 for co-payment required when a household hazardous waste collection is scheduled through the county programme, either by phone or online. Residents of the county programme, who receive a kit by mail that holds up to 75 pounds of material and who must have all material sealed inside the kit and none of it left outside.
When & how
Schedule by phone on 1-800-742-5542 extension 116 or online, pay the co-payment as part of scheduling, then put the kit on the doorstep by 7 a.m. on the assigned date for collection between 7 a.m. and 5 p.m.
Get it ready
Fit everything inside the mailed kit, keep it sealed, and leave nothing beside it, because material outside the kit is not collected. Fluorescent bulbs are hazardous waste, with the authority accepting a maximum of ten, and the city names a prepaid lamp recycling kit for households with more.

A licence comes before a landfill trip

Every customer using the Greater Lebanon Refuse Authority landfill needs a valid licence, issued at the scale house on a two year term. A residential cash customer licence requires current vehicle registration, proof of insurance and a valid driver's licence, and it does not include the tipping fees charged for the load.

Separate recyclables, and never use the recycling container for trash

The city makes recycling mandatory and lists glass bottles and jars, plastic bottles marked 1 and 2, bi-metallic food cans, newspapers, non glossy office paper, magazines, flattened cardboard and telephone books as the materials that must be separated. Plate glass, light bulbs, plastic bags, foil, aerosol and paint cans and household trash are not recyclable, and a recycling container may never be used as a rubbish can.

Self haul in Lebanon County means the Greater Lebanon Refuse Authority and the drop-off network it lists. Its electronics recycling center on Russell Road takes covered devices free with no licence, five computers or televisions a day, and no help unloading. The authority also operates a recycling drop-off on Russell Road, while the city's own drop-off at 14th and Lehman Streets takes the mandatory recyclables, and Battery Warehouse on Schneider Drive takes lead acid batteries but refuses lithium. Where do fluorescent bulbs go in Lebanon County?

Fluorescent bulbs are treated as hazardous waste. The authority accepts a maximum of ten bulbs, and the city points households with more to a prepaid lamp recycling service so they never go in the rubbish.Official guidance

Is recycling mandatory in Lebanon?

Does the city of Lebanon collect the trash itself?

No. Removal of all trash and recycling has to be done by a licensed waste hauler, and the list of licensed haulers is kept at the Department of Public Works. The city does run the recycling programme, the free container supply at the Highway Garage on 10th and Oak Streets and the drop-off center at 14th and Lehman Streets.Official guidance

What do I need before using the county landfill?

A valid licence from the Greater Lebanon Refuse Authority, bought at the scale house and valid for two years from November 1 of an odd year. A residential cash customer licence requires current vehicle registration, proof of insurance and a valid driver's licence, and it is separate from the tipping fees charged when the load is weighed.Official guidance
